ROLE PURPOSE: 

Save the Children Lebanon is implementing a large and varied Shelter and NFI program to meet the needs described above. The role is required in order to ensure technical quality of the Shelter and NFI programming at field-level. The Shelter Technician will be responsible for conducting technical assessments, technical monitoring and supervision and providing technical advice to beneficiaries and communities. The Shelter Technician will work in parallel with a Community Mobiliser and will spend 60 to 80% of their time in the field.

SCOPE OF ROLE: 

Reports to: Shelter Officer

 

KEY AREAS OF ACCOUNTABILITY:

  • Identification of the vulnerable cases through referral from community resource people, local structures and institutions, community workers, hotline or direct identification during the implementation of the activities
  • Assess the basic shelter needs of the Identified cases by filling a bill of Quantity and technical assessment
  • Coordinate with the shelter owner and the Beneficiaries to Agree on the Rehabilitation of the shelter
  • Coordinate with the Municipalities regarding any concerns or Requests
  • Review of project plans and technical documents prior to implementation to insure feasibility and accuracy of inputs required (in terms of quality and quantity)
  • Support all technical aspects of quality control
  • Ensure minimum Shelter standards (based on SPHERE) are applied and maintained in shelters   
  • Commit and work based on Rehabilitation and minor rehabilitation Save the Children International (SCI) SOP
  • Suggest new methods and approaches to improve the quality of the activities as relevant based on needs and filed observation
  • Assist landlords with technical advice on how the completion of works at the expected quality and budget in order to achieve beneficiary satisfaction
  • Report any problems, challenges or improvement for the shelter officer
  • Conduct regular visits to beneficiaries and trying to solve any problems that could occur with the landlords
  • Conduct technical assessments of existing tents in informal tented settlements
  • Conduct distributions of shelter kits in informal tented settlements
  • Distribute fire safety equipment to shelter kit beneficiaries
  • Conduct fire safety sessions for distribution beneficiaries
  • Manage paperwork related to distributions
  • Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator
  • Conduct Post Distribution Monitoring
  • Participate in site selection for Site Improvement according to an internal criterion
  • Ensure community acceptance by professional approach to construction work
  • Ensure community Understanding of SCI activities
  • Assist Site improvement foremen in scheduling work activities
  • Assist design and facilitate site improvement activities
  • Supervise daily workers from the community
  • Specify the work to be done and monitor Progress
  • Ensure correct payment to daily workers
  • Work on preparing all site documentation BOQ, General View, Fact Sheet, Progress trackers….
  • Daily supervision of site improvement activity and work of contractors, complete daily report on progress, quantities delivered to the site, site conditions, photo documentation;
  • Prepare weekly report on construction progress and any challenges/delays in work plan
  • Identification of vulnerable people (PWSN) , through referral from community resource people, local structures and institutions, community workers, hot line or direct identification during the implementation of the activities
  • Assess the basic shelter needs of the Identified cases by filling a bill of Quantity, giving particular attention to any protection concerns.
  • Daily monitoring of the Implemented work from the Contractor
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures

QUALIFICATIONS AND EXPERIENCE

  • Minimum 1 years of work experience
  • Experience of basic construction & distributions
  • Minimum diploma OR bachelor’s degree in Civil engineering, architecture, construction, urban planning or other Built Environment related field.
  • Proficiency in AutoCAD. 
  • Familiar with technical aspects of humanitarian shelter and Humanitarian principles
  • Familiar with construction; including concrete and block works, plumbing, contracting.
  • Proficiency on Microsoft Word, Outlook and Excel, including management of Excel databases
  • Good time management and organizational skills
  • Fluency in written and spoken Arabic (English language skills advantageous)
  • Strength in interpersonal, communication and presentation skills and teamwork
  • Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 
  • Valid Lebanese driving licence
  • Familiarity with the relevant geographic areas
