ROLE PURPOSE: 

Through the partnership of three leading humanitarian organisations in Lebanon working on Education, Protection and Child Protection, the REACH Consortium will focus on reducing barriers for access to education for out of school children in Lebanon. Under the overall supervision of the Chief of Party and with technical guidance from the MEAL Manager, the Senior MEAL Coordinator will be responsible for undertaking coordination efforts related to monitoring, evaluation, accountability and learning across the REACH Consortium partners. The Senior MEAL Coordinator will work closely with MEAL team and program teams on tasks mainly related to the development and roll out of tools, harmonised monitoring processes across partners, coordination with MEAL focal points of the three partner agencies, coordination on specific MEAL functions with other units and departments within SC Country Office and documentation of evidence in support of MEAL reporting on results. 

CHILD SAFEGUARDING: 

Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

 

SCOPE OF ROLE: 

Reports to: Chief of Party  

 

KEY AREAS OF ACCOUNTABILITY:

• Liaise with the SCI MEAL Manager and Chief of Party on MEAL reporting requirements and MEAL procedures 

• Liaise with the MEAL focal points of the REACH Consortium Partners to mainstream monitoring tools and reporting

• Ensures the unification and standardization of MEAL tools and procedures under the assigned consortium  

• Ensures that MEAL system provides good balance of data availability and analysis to inform decision making, project/programme monitoring, evaluation and reporting

• Takes full responsibility for the consolidation of the consortium IPTT (Indicator Performance Tracking Table) 

• Ensure all data is consolidated from partners into one central database to be used by program

management and is up-to-date

• Review data for deficiencies or errors, correct any incompatibilities if possible and check

output

• Perform training activities with support of SCI MEAL Information Management Analyst on data collection quality

• Ensures that project MEAL plans in addition to outcome monitoring, routine monitoring and verification include quality monitoring, accountability and learning activities and components

• Supports in the development of standardized log frames, monitoring and evaluation plans

• Provides direct support to s consortium staff on data quality control, storage and analysis

• Leads project review meetings and lessons learned

• Follows up with consortium MEAL field teams in order to ensure the provision of verification materials, implementation accountability mechanisms (as per set MEAL plan)

• Oversees MEAL budget expenditures under the assigned project 

• Contribute to the development of MEAL monthly and annual plans

• Provides an outcome level analysis for the assigned project

• Liaises with other units and departments to ensure proper coordination is maintained as needed to ensure efficient completion of specific MEAL functions

• Performs other relevant tasks as requested by the Line Manager

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES

Essential

• University Degree in social sciences, computer science, MIS/MIT, or economics 

• Experience and knowledge of monitoring, evaluation, accountability and Learning approach and system 

• At least 5 years of related work experience, preferably 2 years within the field of monitoring, evaluation accountability and learning

• Excellent professional written and verbal communication skills

• Excellent inter-personal and team work skills 

• Proven experience of establishing coordination mechanism

• Strong interpersonal and organisational skills, and ability to work under pressure

• Excellent verbal and written skills in local Arabic language and excellent written and spoken English

• Excellent Computer skills, particularly with Microsoft Excel 

• Familiarity with data collection tools, such as Kobo Toolbox and ODK.

• Willing to undertake filed visits 

• Commitment to and understanding of Save the Children’s MEAL approach, aims, values and principles

Desirable

• Previous experience with Save the Children programs, within MEAL is a plus. 

• Ability to work in challenging and complex environments.

• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
