ROLE PURPOSE:  The REACH Chief of Party (COP) will lead an education and protection consortium aiming at bridging children back into education. The COP is expected to provide vision and strategic leadership to the Consortium and its activities and oversee the administration and implementation of the program. He/she will have human resource management oversight of the Consortium team and will take on a strategic leadership role in Monitoring, Evaluation, Accountability and Learning (MEAL). The COP will take an active role in all advocacy initiatives generated from the consortium’s activities. S/he will serve as the principle institutional liaison with stakeholders, ensuring the quality, timeliness, and efficiency of all products and activities generated under the program. 

The COP will be based in the Save the Children Lebanon office. He/ she should have demonstrated ability to work with multiple stakeholders and manage diverse teams to deliver impact within agreed timelines and budget.

SCOPE OF ROLE: 

Reports to: Country Director (SC Lebanon) and Consortium Steering Committee

Dimensions: The program will operate on a national scale and involve leading the work of three Consortium partners and managing key relationships with ECHO, major humanitarian donors, and other key stakeholders. 

Staff directly reporting to this post: 1 MEAL Senior Coordinator, Legal officer, and Case Workers

 

KEY AREAS OF ACCOUNTABILITY:

Support the delivery of effective Programs by:

• Coordinate with consortium partners and provide direction and feedback to the Consortium Steering Committee and ensure partners are duly reporting to SCL, as per agreed standards; 

• Supervise the activities implemented by the consortium members, and guarantee that they are in line with the procedures established by bilateral Memorandum of Understandings (MoUs); 

• Manage the relationship and information flows between key stakeholders;

• Establish mechanisms for knowledge sharing and learning between projects and programs within the Consortium and with other parties beyond the Consortium;

• Ensure that lessons learned are consolidated and used to inform ongoing and future practices;

• Lead the preparation and implementation of the overall consortium program implementation strategy and workplan in line with the  Proposal and national development plans;

• Work with relevant project staff to identify any implementation-related technical issues/challenges;

• Prepare periodical project narrative and financial progress reports;

• Facilitate coordination meetings between the Consortium Steering Committee members for project progress monitoring;   

• Monitor budget regularly with the finance manager and ensures that the Consortium partners are adopting the compliance and financial procedures of the donor;

• In conjunction with financial, logistics and program managers, oversee internal and external audits and mid-term evaluation, ensuring that any agreed recommendations are implemented and adopted within the project implementation period;

• Coordinate the implementation of the communication strategies from the  Consortium partners in this project; Perform other duties as assigned by the responsible parties

 

QUALIFICATIONS AND EXPERIENCE 

  • A post-graduate degree in education, social work or in any of the social science subjects;
  • At least 5 years in or senior program management role in an international NGO or similar organization;
  • Proven experience in managing a large multi-agency program;
  • Ability to analyze information, evaluate options and to think and plan strategically;
  • Good technical knowledge of policy and practice in the field of education and development;
  • High-level communications and people skills; 
  • Excellent writing, articulate, good networker, able to adroitly negotiate between the different stakeholders, and to represent the program at high level forums; Strong leadership skills demonstrated by the ability to bring together a multi-disciplinary team with diverse backgrounds and educational levels;
  • Proven ability to maintain oversight of all elements of program implementation and operational support
  • Experience of working with and managing partners in a consortium;
  • Previous experience in donor reporting;
  • Ability to design, roll out and maintenance of monitoring and evaluation tools and frameworks;
  • Highly developed diplomacy and interpersonal skills;
  • Commitment to the values and principles of Save the Children
  • Excellent English writing and communication skills
