ROLE PURPOSE: 

The primary function of this role is to manage member and donor liaison related to proposal development, to facilitate and produce high quality and implementable proposals in accordance with SCL’s strategic planning, and to support and capacity build field teams in the area of proposal development. This role reports to the Awards Director, and works in close collaboration with the rest of the AMU, Programme Operation, Programme Development and Quality and finance teams, as well as members and donors.  In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE

Reports to: Awards Director

 

KEY AREAS OF ACCOUNTABILITY:

Developing self and others; Working effectively with others

• Support the delivery of capacity building across the Country Office

• Carry out orientations and staff trainings for proposal development procedures, donor requirements etc… for Save the Children staff and partner organisations. 

• Build relationships across the Country Office, members, the Region and the Centre and escalate issues as required

Communicating with impact, negotiation and coordination

• Coordinate the compilation and submission of high quality, implementable proposals and concept notes to donors and members 

• Ensure every proposal call is preceded by a Go - No Go decision and a risk assessment

• Communicate timelines for inputs into and review of proposals with field teams and support and monitor the compilation of these proposals in line with member and donor deadlines; 

• Gather inputs from technical advisors, MEAL and finance and grants teams as necessary for drafting narratives, logframes and ensure adequate field and SMT approvals for all proposals submitted

• Oversee the coordination of all proposal amendments, coordinating with the Finance and Compliance Manager on budget revisions

• Maintain effective communications with Save the Children members regarding donor related issues

• Attend Award Kick off meetings and lead relevant sections to ensure that all award information is shared effectively with relevant staff, including field offices and partners

Compliance (systems, processes, donor)

• Clear understanding of SCI processes and key donor requirements, and support teams across CO to ensure all proposal follow SCI processes

• Ensure that all appropriate donor formats are available in-country and staff have a clear understanding of donor requirements/expectations throughout the award cycle.

• Ensure potential issues and revision requests are flagged promptly to the Head/Director of Awards and other teams. 

• Ensure all AMS records are an accurate reflection of current award status until award activation and have all required documentation attached.

• Design materials and roll out trainings on proposal development and donor compliance in coordination with the AMU 

• Ensure that proposal documents and outcomes are properly filed and documented for each grant

• Advise programme teams and partners on compliance related questions during the proposal development process

 

Monitoring and analysis

• Co-ordinate with respective budget holders (PM/AM) and Finance Manager in order to ensure budgets are correctly allocated and aligned.  

• Ability to analyse financial issues i.e. support the Finance and Compliance Manager with the development and review of proposal budgets, verifying the budget is in line with the logframe

 

Award Management leadership, portfolio management and strategy

• Support the Head of Award Management/Director in the pipeline analysis and identification of funding opportunities through regular communication with Members

• Compile, circulate and maintain an accurate and up to date funding tracker, and help produce statistics on success rate of proposals submitted

• Support the Director/Head of Awards in the implementation of plans to meet KPI results

 

Donor and member communications

• Liaise with Save the Children members and in-country donors to submit and respond to feedback on proposals

• Liaise with members on donor strategy, ensuring that donors are appropriately targeted for funding opportunities

• Support the Awards Management Unit with other tasks as assigned

 

QUALIFICATIONS AND EXPERIENCE

• Bachelor’s Degree in a related field 

• Demonstrable competence in technical writing

• Demonstrated field experience

• Knowledge of Lebanon and the Syrian refugee context

• Strong written and oral communication skills

• Programme design skills, including capacity to prepare logical, coherent, and consistent documents including logframes and budgets;

• Prior demonstrated experience developing proposals for institutional donors (e.g. ECHO, DFID, UNICEF)

• Ability to work efficiently and effectively with project members in various locations and from multiple organisations, including remote writing and revising proposal documents;

• Excellent organizational skills;

• Ability to analyse and summarize information;

• Ability to work calmly under pressure in a rapidly changing context;

• Willingness and ability to travel to the field to conduct assessments and gather primary data;

• Prior experience of facilitating multi-stakeholders workshops and dialogues;

• Fluency in written and spoken English and Arabic;

• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

Desirable 

• Experience with Save the Children Award Management System (AMS)

• Experience with NGOs in an international environment

• Prior experience in Lebanon or the region highly desirable
