ROLE PURPOSE:
Under the overall supervision of MEAL Manager, the MEAL Officer accountability and learning across the Lebanon country programs. The MEAL Officer will work closely with MEAL team and program teams on tasks mainly related to coordination with external evaluator (s), researchers; coordination on specific MEAL functions with other units and departments within SC Country Office and field offices; and documentation of evidence in support of MEAL reporting on results for strengthening the MEAL functions across all the programs and area offices throughout Save the Children Lebanon. 

CHILD SAFEGUARDING:

Level 3:  The role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE: 
Reports to: MEAL Manager 

 
KEY AREAS OF ACCOUNTABILITY:

•    Work closely with MEAL team and program teams to coordinate the implementation of assigned evaluation and accountability tasks 
•    Coordinate the implementation of capacity building trainings for the MEAL as well as program staff at different levels in order to ensure that staff understand the MEAL evaluation and accountability approach fully, including their roles and responsibilities. 
•    Supports beneficiary accountability across assigned projects in keeping with the Accountability Framework, ensure prompt follow-up on feedback received. 
•    Advocate and promote MEAL evaluation and accountability system across the organization that includes optimizing effectiveness, efficiency, accountability, and transparency. 
•    Responsible for coordinating the implementation of the internal and external evaluation activities related to the SC grants and programs including midterm reviews, end of project reviews and real time reviews and evaluations.  
•    Responsible for coordinating the implementation of the internal and external research activities and studies.
•    Support learning events, in particular documentation of lessons learned
•    Support needs’ assessment exercises carried out by program teams (data collection methodology, training on data collection methodology and tools, quality control of data collection process, review of assessment statistics)
•    Responsible to ensure efficient, readable and accessible MEAL documentation system to support evidence based MEAL functions and MEAL reporting.
•    Ensure proper documentation of the learning resulting from the MEAL processes including researches and evaluations.
•    Responsible for coordinating the implementation of the internal and external evaluation activities related to the SC grants and programs including midterm reviews, end of project reviews and real time reviews and evaluations.  
•    Responsible for coordinating the implementation of the internal and external research activities and studies.
•    Liaise with other units and departments within save the children country office to ensure proper coordination is maintained as needed to ensure efficient completion of specific MEAL functions
•    Perform any other tasks as requested by the MEAL Department 
•    Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES
Essential
•    University Degree in social sciences or equivalent 
•    SPSS, STATA, or R is required as a must for this position 
•    Experience and knowledge of monitoring, evaluation, accountability and Learning approach and system 
•    At least 5 years of work experience, preferably within the field of monitoring, evaluation accountability and learning
•    Excellent professional written and verbal communication skills
•    Excellent inter-personal and team work skills 
•    Proven experience of establishing coordination mechanism
•    Strong interpersonal and organisational skills, and ability to work under pressure
•    Excellent verbal and written skills in local Arabic language and excellent written and spoken English
•    Excellent Computer skills, particularly with Microsoft Excel and Word, and ability to use computer programs to collect, document and share accountability and CFM system results.
•    Willing to undertake filed visits 
•    Commitment to and understanding of Save the Children’s MEAL approach, aims, values and principles

Desirable
•    Previous experience as a coordinator 
•    Previous experience with Save the Children programs, within MEAL is a plus. 
•    Ability to work in challenging and complex environments.
•    Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches.
