ROLE PURPOSE: Save the Children is seeking to recruit an officer to deliver humanitarian assistance in order to ensure a smooth implementation and monitoring of food security and livelihoods projects.  This includes cash projects as a mechanism for assistance, vocational trainings and small business development.

 

CHILD SAFEGUARDING:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

SCOPE OF ROLE:

Reports to: FSL Coordinator

Staff directly reporting to this post: 2 FSL Assistants

 

KEY AREAS OF ACCOUNTABILITY:

Programme implementation

- Ensure implementation of livelihoods activities (direct and/or in collaboration with partners) in line with programme implementation plans and against donor requirements/ indicators.

- Act as the main liaison between communities and municipalities and the Save the Children office; maintain good relationships with beneficiaries, and professional relationships with local leaders/authorities.

- Actively participate in the collection and analysis of information used to determine vulnerability, and create transparent targeting criteria.

- Assist in the beneficiaries’ registration and distributions in collaboration with communities.

- Promote accountability and transparency with all the implementing activities.

- Assist in the development of training/ awareness raising materials, and organize and conduct trainings for programme beneficiaries and stakeholders.

- Assist in the capacity development activities of partners, including and not limited to technical support, training sessions and coaching visits.

- Assist with the training of the FSL Assistants to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires.

- Participates in internal and external coordination meetings as required, and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming.

Programme monitoring

Prepare weekly and monthly work plans and ensure the FSL assistants follow the plans

- Organize monitoring visits and part

- Organise collection of market data from local shops and suppliers

- Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation

Produce timely reports for internal use on the status of on-going programming

- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

 

QUALIFICATIONS AND EXPERIENCE:

- Degree in Economics, Finance, International Relations, Development studies or similar field

- Minimum 2-3 years of experience in development programs, preferably working in food security and & livelihoods, and with experience in cash/voucher activities

- Experience in managing a team

- Good time management skills

- Experience in data collection

- Experience in field work and community mobilization; and in training groups of beneficiaries

- Fluency in written and spoken Arabic and English

- Computer skills (especially Excel)

- Strength in interpersonal, communication and presentation skills

- Flexibility and willingness to change work practices and hours, and capability to work in insecure environment 

- Available to travel in country
