Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to provide a comprehensive response, in line with humanitarian principles and applying both needs based and rights based approaches, to conflict affected populations. PU-AMI promotes humanitarian access and dialogue with all components of the civil society and reinforces the capacity of each vulnerable community (refugees, vulnerable host community) to become self-reliant and resilient, by responding to immediate needs and strengthening their socio-economic empowerment.  

 

Today, PU-AMI is intervening in 22 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health, Protection and in Livelihood Recovery sectors.

 

1.GENERAL OBJECTIVE

Under the direct supervision of the Project Manager, the Social Worker is in charge of the social support to families and individuals, whether Lebanese, Syrian, Palestinian or of other nationality, in the zone of intervention.

 

S/he identifies needs and protection risks at both individual and household levels and refers them to adequate specialized services (NGOs, MOSA, etc.). S/he elaborates, follows and evaluates the social project with the concerned families/individual. Upon needs, s/she requests Emergency Cash Assistance (ECA) and provides support and follow-up. S/he participates to awareness raising activities at community level and contribute to the community-based protection intervention.

Based on the context and in case of emergency, s/he is deployed to PU-AMI Covid-19 emergency response and collaborate with the health team.

 

2. RESPONSABILITIES AND TASKS

Role and Responsibilities                   

Upon identification, the Social Worker focuses on providing social counselling, case management, psychosocial support (PSS) to vulnerable and/ or persons at risk, including Persons with specific needs, Persons with disabilities, women at risk, and other profiles under protection threats. S/he undertakes referrals to other internal departments (including to health services, shelter, livelihoods) or to external services (including child protection, gender based violence, legal, education, basic assistance). S/he promotes community mobilization and participates to community-based events. S/he supports all sectors’ team in mainstreaming protection principles in all interventions. The Social Worker performs field visits with other departments at base level and has extensive knowledge of the referral pathway in order to advise on available services, in close coordination with the Referral Officer. S/he is deployed to emergency response to provide social support to Person at risk.

 

specific objective and linked activities

1.IDENTIFICATION OF THE MOST VULNERABLE AND AT RISK INDIVIDUALS AND HOUSEHOLDS

-Organize outreach activities and visits in the different activities locations;

-Join field teams from other departments (Shelter, Health, Protection, MEAL, Livelihoods) during their field visits in order to support safe identification and referral;

-Conduct interviews with beneficiaries in order to identify vulnerabilities and risks, with a special attention to the most at risk profiles: persons with specific needs, women heads of household and women at risk, persons with disability, marginalized individuals, etc.;

-Take informed consent to undertake any further action or referral

 

2. SOCIAL COUNSELLING and CASE MANAGEMENT

-Conduct a social assessment, including identification of needs and capacities at the household and individual levels, giving particular attention to protection concerns;

-Listen with respect and attention, provide psychosocial support at the individual and family levels;

-In collaboration with the concerned individual, design an Action Plan, to be validated by the Technical Advisor, and ensure regular follow-up;

-Establish a file for each family to record the situation, plan of intervention, follow up and updates;

-Promote the resilience and empowerment by ensure beneficiaries’ full participation to the process;

-Refer cases to internal and external relevant services based on needs and upon consent, in collaboration with the Referral officers, and follow up on the service provision.

 

3.REQUEST AND FOLLOW UP OF EMERGENCY CASH ASSISTANCE

-Request Emergency Cash Assistance upon identification of an urgent need of financial support to overcome a shock or protection threat;

-Upon selection, ensure a proper follow up on the use of ECA.

 

4.COMMUNITY-BASED PROTECTION AND AWARENESS RAISING ACTIVITIES

-Be knowledgeable of the services provided in the area of intervention by both INGOs, local organizations and institutions, contribute to updating the service mapping in coordination with the Referral officers;

-Provide information on the services available to refugees and vulnerable host communities;

-Propose and support community based events, in coordination with community volunteers, other teams and partners, aiming to raise awareness on protection topics

-Contribute to the development of communication material on protection topics.

 

5.DEPLOYMENT TO EMERGENCY RESPONSE

-In case of emergency (related to climate events, COVID-19 pandemic, etc.), be quickly deployable to provide timely support to the households and individuals impacted, and to refer them to relevant services;

-Participate to sensitization activities at community level, in coordination with community volunteers and the Health team, on protection issues but also on COVID-19 related precautions measures.

 

6.COORDINATION WITH INTERNAL AND EXTERNAL ACTORS

-Organize information meetings in concerned municipalities in order to present PU-AMI Protection intervention and explain the role of the Social Worker;

-Contribute to the protection mainstreaming in activities implemented by other teams at base level through the provision of protection trainings;

-Attend Protection related working groups (PWG, CPWG, GBVWG) and provide updates of main trends to the line manager and Protection Technical Advisor.

 

7.REPORTING

-Provide weekly and monthly activity reports to the line manager;

-Report on any trend related to protection and propose adaptation measures.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

PRIORITIES OF THE DEPARTMENT

-Provide social support, through PSS and social counselling, to individuals and household with protection concerns (low/medium risk cases) and refer high risk cases to specialized actors (including CP / GBV);

-Follow up on referrals of for protection cases;

-Support the community based protection activities;

-Mainstream protection principles in all sectors and develop community-based interventions;

-Attend relevant working groups and coordinate with partners.

 

Mandatory requirements

  • Language skills: Fluent in Arabic and good command of English (speaking, reading, writing)
  • Education degree: Social Sciences License or equivalent diploma
  • Work experience: 2 years, preferably with NGOs
