Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics and ethnic matters. 

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

 

 

GENERAL OBJECTIVE

The Shelter Field Officer, as part of the Shelter Team, works on Shelter activities, including but not limited to supervising the : construction and rehabilitation of shelters, upgrading of sanitation facilities, and  distribution of relief items at field level, in the framework of PU-AMI’s Emergency Response and Development Program in Lebanon.

The Shelter Field Officer works in close collaboration with team members of the Shelter and other departments, under the supervision of the Senior Management. He/she contributes to and is part of conducting surveys and assessments, collecting and processing of information, and reports. The Shelter Field Officer spends most of his/her time in the field and is in regular and direct contact with beneficiaries.

 

RESPONSABILITIES AND TASKS

 

  • Activities implementation
  • Supervise and carry out the implementation of shelter support activities, including but not limited to rehabilitation and construction of (individual and collective) shelters, rehabilitation and upgrading of sanitary facilities, and cash assistance (when needed).
  • Ensure the timely distribution of shelter relief items to beneficiaries
  • Ensure respect of security rules and report immediately to the line manager and security manager
  • Ensure identification & referrals of needs and potential beneficiaries to  the concerned team
  • Provide technical advice to beneficiaries
  • Negotiate with Lebanese owner new rental fees for targetted families.
  • Ensure compliance with PU-AMI’s strategies and methodologies at field level
  • Communicate and defend PU-AMI’s policies at field level
  • Participate actively and constructively in team meetings
  • Visit refugee camps, following PU-AMI security procedures.
  • Communication & Follow up
  • Participate in the field work and respond to beneficiaries’ queries with good knowledge of relevant information
  • Reporting
  • Report immediately any delay, problem or other relevant information to the line manager.
  • Report orally on the progress of Shelter activities on a daily and weekly basis.

The tasks and responsibilities defined in this job description are not exhaustive and can evolve depending on the project needs.

Mandatory requirements

  • Language skills: Fluent in English and Arabic, (speaking/reading/writing).
  • Education degree: Secondary degree
  • Work experience: Management on-site training in construction social work, experience with NGO is an asset but not mandatory.
  • Knowledge and skills: Acquaintance with INGO' rules, procedures and regulations
  • Computer skills: Good knowledge of MS Office software including Word, Excel, Outlook
