Première Urgence - Aide Médicale Internationale (PU-AMI) is a non-profit, non-political and non religious humanitarian NGO. Its objective is to bring about a global response to the basic needs of populations suffering from acute humanitarian crisis and to allow them to recover their autonomy and dignity. In close respect to humanitarian principles, PU-AMI promotes humanitarian access and dialogue with all components of the civil society in Lebanon, and delivers assistance based on the needs, regardless of religion, politics and ethnic matters. 

 

Today, PU-AMI is intervening in 21 countries in Africa, the Near East, Caucasus, Asia and the Caribbean to cover the needs of populations affected by conflict, natural disasters or economic crises.

 

PU-AMI in Lebanon has been implementing emergency and recovery projects in Water, Sanitation and Hygiene, in Shelter Rehabilitation, Health and in Livelihood Recovery sectors.

OVERALL MISSION

  1. GENERAL OBJECTIVE

Under the supervision of the MEAL Manager, the MEAL Field Officer will implement MEAL activities in the field in order to be accountable to all stakeholders.

The MEAL Field Officer position’s major objectives are to properly achieve the following global tasks:

 

  1. Implementation of activities of the MEAL plan in collaboration with the program teams;
  2. Providing accurate qualitative and quantitative data collected in the field according to external and internal deadlines;
  3. Supporting the MEAL unit to achieve its goals through the occasional undertaking of additional activities that contribute to the overall ability of the organization to achieve its stated outputs.

 

  1. RESPONSIBILITIES AND TASKS

 

  1. MEAL: He/She will implement all MEAL field-related activities;
  2. Logistics and Administration: He/She will express and anticipate logistical and administrative needs related to MEAL activities he or she is implementing;
  3. Safety and Security: He/She will follow safety and security rules on-base and will transmit all safety and security information to the MEAL Team Leader/MEAL Manager.
  4. Support other departments on punctual basis, based on request from direct management

  1. Implementation of the Monitoring, Evaluation, Accountability and Learning plan

 

  1. To follow and adhere to available SoPs and guidelines;
  2. To participate actively in trainings on questionnaires/templates/tools and suggest improvements when applicable;
  3. To lead quantitative and qualitative data collection on the field, according to MEAL department’s templates/tools;
  4. To lead field testing and small scale sampling in the field;
  5. To provide timely feedback on tools and templates used on the field;
  6. When needed, to liaise with other departments to ensure accurate data collection;
  7. To undertake any other task requested from the manager, including support to other departments

 

  1. Internal and external reporting

 

  1. To verbally contribute and participate within weekly unit meetings including accurate reporting on success and challenges;
  2. When needed and requested from the manager, to clean the data that is collected each day;
  3. To provide reports as needed or requested by the MEAL Manager;
  4. To ensure all data is uploaded each day;
  5. To identify and refer to the manager any vulnerable case that can be referred externally/internally.

 

  1. Capitalization/Institutional Knowledge Building

 

  1. To contribute in designing tools and assessments through lessons learnt combined with field experience;
  2. To participate actively in internal and external trainings/ team workshops/ lessons learnt seminars;
  3. To potentially lead training with new staff members within the MEAL unit if needed.

 

  1. Communication & Follow up

 

  1. To respond to beneficiaries’ queries with good knowledge of relevant information when approached;
  2. To comply with humanitarian principles, as well as PU-AMI rules and policies including safety and security.
  3. To respond to any requests within PU-AMI that might require an alternative communication method or plan of action;
  4. To maintain an open and transparent channel of communication with the manager, and report any issue that might affect the department’s work and functioning.

 

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

  • To contribute to institutional achievements at base level through accountability and learning processes;
  • To conduct all MEAL related activities in a professional manner and integrating humanitarian principles.

QUALIFICATIONS

Mandatory requirements

  • Language skills: Fluent in Arabic and working level of English (speaking/reading/writing),
  • Education degree: Secondary diploma,
  • Work experience: Experience in NGOs/On-site training in social or monitoring work,
  • Knowledge & skills: Good analytical and writing skills/Very good team spirit/ Demonstrate willingness to improve own knowledge and skills by participating actively in any training sessions and capacity building activities,
  • Computer skills: Knowledge of the MS office software (including Word, Excel, Outlook).
