Purpose:

 

Plan International Lebanon is seeking an experienced Sexual and Reproductive Health and Rights Manager with demonstrated experience in SRHR programming targeting adolescents and youth, in support to Plan International’s programs in Lebanon. The SRHR Manager will be responsible to ensure the quality of SRHR programs implemented by Plan’s partners and promote integration with other sector interventions including Child Protection, Education and Economic Strengthening.

Plan International Lebanon is established in late 2016 and has programmes throughout the country.

 

The Sexual and Reproductive Health and Rights Manager will be based in Beirut; He/She will provide technical assistance to (partner) staff, assure timely project management and quality of programming, and ensure adequate coordination and communication on SRHR. The SRHR Manager will be responsible for:

 

Programme Design:

·         Lead rapid and detailed SRHR assessments in new target areas; determine priorities, immediate activities and required resources.

·         In close collaboration with the Regional GBV/SRHR Specialist, define objectives and key outcomes of Plan International’s overall SRHR response in Lebanon in line with national strategies.

·         Develop an evidence-based SRHR programme plan including programmatic, research and advocacy priorities, closely linked to other sector program.

·         Draft, review and submit concept notes, proposals and reports in close coordination with other Program Managers and relevant National Offices (fundraising offices in the Plan International Federation).

·         Support in developing curricula and materials related to Adolescent SRHR programming.

 

Quality Management and Implementation:

 

·         Work closely with Plan International Lebanon’s programme managers and implementing partners to ensure that activities are implemented in a coordinated and phased manner, in accordance with Plan International’s approach to SRHR, best practices and policy.

·         Provide technical guidance and direction including ongoing training, coaching and mentoring to Plan International Lebanon’s and partners’ staff members on Adolescent SRHR issues to assure the quality delivery of strategic projects and programs.

·         Coordinate closely with partner organisations’ teams to improve the quality of SRHR programmes and activities;

·         Ensure regular communication with SRHR Technical Advisors to integrate appropriate technical input and priorities in program design implementation;

·         Oversee implementation of SRHR programs, management of budgets, M&E and reporting in accordance with Plan and donor regulations;

·         Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

 

Coordination and Communication:

 

·         Provide updates and reports on SRHR activities and strategies to Plan International’s regional team, Head Office, relevant National Offices and donors;

·         Build and maintain relationships with relevant ministries (incl. Ministry of Public Health, Ministry of Social Affairs, Ministry of Education etc.), UN organizations (UNFPA, UN Women, UNICEF, UNHCR, etc.), INGOs and national NGOs;

·         Participate in Health Working Group, RH Sub-Working Group and other relevant coordination entities;

·         Attend regular calls, meetings, etc. as required by Plan International.

 

Human Resources

·         Identify staffing needs for the SRHR response and support the recruitment process for these staff.

·         Commitment to Plan’s position on promoting girls’ rights and gender equality; and integrating this into all aspects of work.

What we are looking for:

·         Masters’ degree in a SRHR-related subject (or equivalent experience)

·         Minimum 5 years of experience in managing and/or providing technical advice to SRHR programs in humanitarian/refugee settings

·         Experience in programming related to addressing gender inequality, SGBV, forced and early marriage, teenage pregnancy, and access to adolescent- and youth- friendly SRHR services

·         Good facilitation skills and ability to deliver induction briefing/trainings;

·         Demonstrated ability to network and liaise with UN, coordination mechanisms and donors;

·         Excellent skills in project design, time management, and problem solving;

·         Flexible work attitude and ability to work independently within a small team;

·         Ability to effectively communicate with a diverse and cross-cultural audience;

·         Excellent knowledge of Arabic and English mandatory.
