Purpose:
Plan International Lebanon is seeking an experienced Senior M&E Officer with demonstrated experience in Monitoring and Evaluating Child Protection, Gender-Based Violence and Education programs, in support to Plan International’s office in Lebanon. The Senior M&E Officer will be responsible for leading the development and implementation of effective and coordinated MEAL systems, and support on the creation of assessment and reporting tools.
Background: Now entering its eighth year, the conflict in Syria continues to have a drastic impact on Syrian refugee children as well as Lebanese children living in host communities. Children continue to experience different forms of violence, abuse and exploitation in their communities. Increasing levels of poverty and lack of access to quality education among refugee families have put an alarming number of Syrian girls and boys at risk of child labour and child marriage. Adolescents and youth have limited educational and economic opportunities and experience a sense of hopelessness and lack a future perspective. To address these risks and prevent the long-term harmful consequences on an entire generation of children, Plan International Lebanon implements an integrated child protection, education and livelihoods programme aimed to empower children and young people, in particular girls.

The Senior M&E Officer will be based in Beirut; He/She will lead the development and implementation of effective and coordinated MEAL systems, and support on the creation of assessment and reporting tools as per Plan International standards. The Senior M&E Officer will be responsible for:
Support on Programme Development
Provide technical advice to relevant programme staff at the proposal stage
Conduct research and desk reviews for new proposals
Support the preparation of project concept notes, proposals and logical frameworks
Support Programme Implementation
Support the planning and implementation of M&E activities throughout the programme cycle, including assessments, baseline, midline, end line surveys and evaluations
Design age- and gender- appropriate data collection tools
Work with programme teams and partners to ensure that M&E plans are in place and that reporting templates effective and are up-to-date.
Review partners’ data collection and M&E tools to ensure that they are age- and gender appropriate, and in line with Plan International’s standards and donor requirements
Build the capacity of partner staff on collection and analysis of quantitative and qualitative data
· Visit partners on a regular basis to assess adherence to minimum standards by completing an observation form and provide feedback to the relevant Programme Managers
· Monitor programme issues and risks and contribute to contingency planning and responses
· Monitor all project activities and progress towards achieving the project outputs and outcomes
Information Management and Learning
Contribute with high quality data and analysis to donor reports on project deliverables
Ensure that all assessment/evaluation reports meet Plan International’s standards and criteria, and promote the integration of recommendations and lessons learnt in future programming
Ensure lessons learnt, successful practices and recommendations, are analysed and documented for all projects.
Accountability
Define and develop age- and gender- appropriate tools for accountability
Support the effective management of the Complaint Response Mechanism (CRM) to ensure protection of programme participants and the efficient and transparent use of resources.
Support programme and field staff to ensure that projects are designed and carried out with participation from all targeted communities
Other
Participate in programme coordination meetings and planning sessions
Other duties as requested by the Supervisor.
Requirements:
· Minimum 3 years of establishing and maintaining effective monitoring and evaluation systems for emergency projects and in gathering, analyzing and presenting quantitative and qualitative data for results purposes
· Statistics, Development Studies, Social Studies or a related field.
· Excellent knowledge of Microsoft applications, including Outlook, Word, Excel and Power Point
· Experience in programming related to child labour, girls’ rights and/or child marriage are an asset;
· Good facilitation skills and ability to deliver trainings
· Flexible work attitude and ability to work independently within a small team;
· Excellent knowledge of Arabic and English mandatory.
