Regional Programme Coordinator – Takeda SRHR Programme – Plan International – Middle East 

Location:

Regional position covering Jordan, Lebanon and Egypt. Based in Plan International country office in Lebanon with at least 50% travel to Cairo and Amman. In addition, travel to Japan twice a year. Note 75% of his/her time will be spent on the Takeda Programme while the remaining 25% will be assigned as ‘other duties’ to assist with the regional programme workload.

Contract duration and type:

Full-time consultancy contract from 8th of January 2018 to 28th of December 2018 (with possibility of extension). Probation period up to 30th March 2018. Contract can be renewed after agreement on performance evaluation by both Regional Programme Director and Plan Japan.

Reports to: 

Middle East Programme Director & Plan Japan National Office in Tokyo (Dual reporting). While in the respective Country Offices, he/she will highlight any major issues related to the programme to the HOM in Jordan; the CD in Egypt or the RPD in Lebanon if so required.

Purpose:

Plan International is seeking a regional programme coordinator in support to a specific SRHR programme in the Middle East (Jordan, Egypt & Lebanon).  The regional programme coordinator will provide regular information on the progress of the programme; meet with the partners and key Plan staff; deliver presentations & visibility updates to Plan Japan and the relevant donors; liaise closely with the Regional GBV & SRHR Specialist, etc.

Duty station

Based in Beirut with regular travel to Egypt and Jordan. While in Lebanon he/she will work out of the Plan Lebanon office.

Background: Now entering its sixth year, the conflict in Syria continues to have a dramatic impact on Syrian refugee children as well as children living in host communities in Jordan, Lebanon and Egypt. Since 2016, Plan International in the Middle East implements various integrated child protection, education and livelihoods programmes aimed to empower children and young people, in particular girls. Plan International is working with both the host communities in the neighbouring countries and with the refugee populations. A large part of our focus is SRHR. Funding has been sourced through Plan Japan in Tokyo to implement a 2-year programme in the 3 countries through national partners.

The Regional Programme Programme Coordinator (Takeda Programme) will be based in Beirut; He/She will travel up to 50% of time to support programmes in Jordan, Egypt is likely to travel to Japan twice a year. The coordinator will be responsible for all reporting requirements, strategic support to country office teams and partners on quality management and implementation. He/she will assure quality of the SRHR programme in conjunction with the Regional GBV & ASRHR Specialist.

 

The Regional Programme Coordinator (Takeda Programme) will be responsible for:

 

Strategy and Reporting:

·         Support the SRHR Managers working on the Plan Japan programme

·         In close collaboration with the regional programme director, regional GBV & ASRHR Specialist, country offices, develop and deliver upon the reporting schedules for Plan Japan and the donor.

 

Quality Management and Implementation:

·         Responsible for outcomes, monitoring and technical inputs, and once he/she finds some challenges, he/she works with HOM in Jordan, the CD in Egypt and the RPD in Lebanon, along with Regional CP specialist and GBV and SRHR specialist

 

Deliverables are expected to be as follows:

 

1. Physically reporting to the donor i.e. Takeda in Japan (twice annually)

2. Regular progress reporting on activities and finance (on a quarterly basis)

3. Donor services (donor engagement) which are to be specified later after discussing with Takeda

4. Provision of communication materials/information for JNO as required

5. Regular communication with JNO on progress and any obstacles to smooth implementation

 

 

Coordination and Communication:

 

·         Provide regular updates and reports on the programme to Plan Japan, the Regional Programme Director and the donor (as required)

·         Highlight any potential issues on spend, obstacles for implementation, etc. in advance to Plan Japan and the Regional Programme Director

·         Present regular progress on the programme using the Plan Japan templates and reporting requirements

·         Attend regular calls, meetings, etc. as required by Plan Japan.

 

Requirements:

·         Minimum 5 years of progressively professional experience in child protection work, of which at least 2 in humanitarian or refugee context;

·         Master’s degree in social work, social sciences or another related field;

·         Strong experience in leading SRHR responses, work in conflict or refugee settings, community-based child protection and youth participation required;

·         Experience in programming related to SRHR is essential

·         Good presentation skills and ability to deliver briefings for a variety of audiences;

·         Flexible work attitude and ability to work independently within a small team;

·         Ability to effectively communicate with a diverse and cross-cultural audience;

·         Excellent knowledge of English and Arabic is mandatory.

·         Willing ness to travel (as specified)

·         Excellent report writing skills.
