Location:

Plan International country office in Lebanon, based in Beirut with regular travel to different regions.

Purpose:

 

Plan International Lebanon is seeking a Project Coordinator - gender and Civil Society Strengthening with a strong background in gender equality or girls’ rights programming and demonstrated experience in Civil Society Strengthening programming in support to Plan International’s programs in Lebanon. The Coordinator will be responsible for coordinating the implementation of a Civil Society Strengthening project in Beirut.

Plan International Lebanon has had a presence in Lebanon since 2017, obtaining formal registration in 2019, and has programmes throughout the country (Beirut, Mount-Lebanon, South, North and Bekaa).  

 

The Project Coordinator will be based in Beirut with possible travel to Mount-Lebanon, South, North and Bekaa, and will be responsible for coordinating the implementation of a five-year Civil Society Strengthening project. Under the supervision of the GBV and SRHR Programme Manager, He/She will (1) lead on project coordination, ensuring that the projects’ objectives are met in accordance with donor requirements; (2) support the assessments relating to gender equality and the contextualization of tools and materials that respond to identified gaps; and (3) coordinate and document the capacity strengthening process of CSOs.

 

Responsibilities include:

  • Coordinate and/or support Plan’s contextual analysis with a specific focus on gender equality, sexual and reproductive health and rights, and civil society, including youth groups and networks.
  • Provide technical support for the project including design, planning, coordination and monitoring/evaluation of all project activities in close relation with the GBV and SRHR Manager and in cooperation with other partner staff.
  • Work closely with technical focal points to ensure support, capacity building, and training development for partner staff on CP, GBV and SRHR amongst other areas.
  • Provide coordination and administrative support in developing and carrying out partner staff training and development.
  • Coordinate the design and adaptation of tools and materials needed for the implementation of the project.
  • Maintain coordination and communication between the GBV and SRHR Manager and partner staff for ensuring the quality of processes and outputs.
  • Coordinate daily aspects of the action across target areas while monitoring performance of the partners.
  • Ensure field supervision of the project operations in order to ensure the project is implemented in line with planned activities and expected outcomes.
  • Develop and implement a comprehensive monitoring and evaluation framework for the project in coordination with the M&E Coordinator and partner organisation.
  • Collect, update and share information related to project progress with GBV and SRHR Manager.
  • Draft and input into weekly, monthly, quarterly and annual reports for both internal and external purposes.
  • Maintain regular communication and visits for project sites to ensure that the project achieves the goal.
  • Ensure timely submission of work plans and budget forecasts to GBV and SRHR Manager.
  • Follow up on financial liquidation/settlement according to Plan’s procedures and submit spending reports for review and approvals.
  • Maintain compliance with Plan standard policies and procedures (i.e. procurement, financial, security, etc.)
  • Document Civil Society Strengthening technical/program approaches, lessons learned, and success stories and ensure their dissemination amongst projects and programmes.
  • Work closely with relevant staff to adapt tools and guidelines relating to partnerships, particularly with CSOs, including youth groups.
  •  Support Plan’s Girls Get Equal campaign in Lebanon through coordinating consultations, adapting materials and strengthening linkages with projects.
  • Establish and maintain appropriate working relationships with CSOs, partner organizations, local NGOs, and CBOs etc.
  • Participate in Health Working Groups, GBV Task Force, and other relevant coordination entities, when needed.
  • Attend regular calls, meetings, etc. as required by Plan International.
  • Ensure that all key donor compliance rules and regulations are adhered to for both Plan Lebanon and implementing partners.
  • Commitment to Plan’s position on promoting girls’ rights and gender equality in line with the Global Strategy and the Gender Equality and Inclusion policy; and integrating this into all aspects of work.

 

Requirements:

 

  • Bachelor degree (master’s degree is an asset) in social work, psychology, sociology, international relations or any other related field
  • Minimum 3 years of experience working in a humanitarian or development programming
  • Minimum 2 years of experience working in project coordination, management or monitoring
  • Strong experience in Civil Society Strengthening programming; work with youth groups is preferred
  • Strong knowledge of civil society organizations role in gender equality, women’s empowerment and/or ending violence against women.
  • Knowledge of capacity development approaches, especially for institutional strengthening of civil society.
  • Experience in conducting/supporting assessments and context analyses.
  • Flexible work attitude and ability to work independently within a small team
  • Ability to work with diverse teams
  • Strong leadership and communication skills
  • Excellent knowledge of Arabic and English mandatory
  • Proficiency in Microsoft Word and Excel
  • Adherence to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.
