Purpose:
Plan International Lebanon is seeking an experienced Gender and Women’s Participation Advisor with demonstrated experience in gender; women’s empowerment and political participation; and participatory planning and budgeting, to provide support to Plan’s project “Encouraging Marginalized Voices in the Lebanese Political Process.” The Consultant will be responsible for: 1) training civil society organizations (CSOs) including women-led organizations, on gender and participatory planning and budgeting, 2) Supporting the Advocacy Specialist on developing advocacy material from a gender-lens, and 3) Co-facilitating training sessions and giving gender guidance and input as relevant.

Plan International Lebanon was established in late 2016 and supports programmes in Child Protection, Gender-Based Violence (GBV), Sexual and Reproductive Health and Rights (SRHR), Education, and Economic Empowerment throughout the country.
The Project:
The Project aims to support gender-focused CSOs in their efforts towards strengthening women’s participation and bolstering their influence and ability to engage elected municipal and parliamentary leaders on issues affecting their communities, especially women-related issues.
Areas of Accountability:
The Gender Advisor will be responsible for:
- Capacity Building and Technical Support:
- Define the training objectives and modules to be developed in coordination with Plan’s Advocacy Specialist and Regional GBV and SRHR Specialist, and based on consultations with CSOs.
- Develop gender training materials and monitoring tools (presentations, facilitation notes, pre/post-test, evaluation form, etc.)
- Deliver training sessions on gender and inclusion, including introduction to gender, gender analysis, and gender mainstreaming and promotion of gender equality in programming (1 full day).
- Deliver training sessions on participatory planning and budgeting, with special focus on gender budgeting (1- 2 full days).
- Develop and submit a training report to be sent no later than seven days after the delivery of each training.
- Support the design of tools for the participatory planning and budgeting monitoring component.
- Provide continued follow-up and guidance to women-focused CSOs on participatory planning and budget monitoring throughout the implementation phase, through coaching visits and meetings.
- Co-facilitate other training sessions on advocacy and community score cards, and give gender input as relevant.
- Review other project components - community scorecards and advocacy strategy - and related tools to integrate gender considerations, aligned with global and regional guidelines.
- Coordination and Communication:
- Provide regular updates on activities and deliverables to the Advocacy Specialist and Programme Director.
- Consult with the CSOs to ensure training and other materials developed are appropriate for their needs, user-friendly, and interactive.
- Address and incorporate feedback provided by Advocacy Specialist, Programme Director, and national and regional GBV/Gender focal points.
- Coordinate effectively with the Advocacy Specialist on trainings and deliverables.
- If required, deliver a report on CSOs’ visits with findings and recommendations on the CSOs’ visits conducted.
What we are looking for:
- Bachelor’s degree in the Social Sciences, Political Science, Gender Studies, Human Rights, International Relations, Law, or any related field, preferably with a focus on Gender, Women’s Political Participation, and Participatory Planning and Budgeting subjects (or equivalent experience). A Master’s degree is a plus.
- At least 5 years of experience in working on Gender, Women’s Political Participation, and/or Participatory Planning & Budgeting.
- Demonstrated experience in delivering trainings on Gender, Women’s Political Participation, and/or Participatory Planning & Budgeting .
- Good facilitation skills and ability to develop and deliver trainings;
- Flexible work attitude and ability to work both collaboratively and independently within a small team;
- Ability to effectively communicate with a diverse and cross-cultural audience;
- Excellent knowledge of Arabic and English mandatory;
- Alignment with humanitarian and Protection principles, as well as familiarity with relevant global minimum standards, including the IASC Guidelines on Gender and UNDP and UN Women resources on women’s participation.
- Adherence to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.
