Purpose:

 

Plan International Lebanon is seeking an experienced GBV Officer with demonstrated experience in GBV and SRHR programming, in support to Plan International’s programs in Lebanon. The GBV Officer will contribute to ensuring the quality of GBV and SRHR projects implemented by Plan’s partners and promoting integration with other sector interventions including Child Protection, Education and Economic Empowerment.

 

Background: Now entering its eighth year, the conflict in Syria continues to have a drastic impact on Syrian refugee children as well as Lebanese children living in host communities. Children continue to experience different forms of violence, abuse and exploitation in their communities. Increasing levels of poverty and lack of access to quality education among refugee families have put an alarming number of Syrian girls and boys at risk of child labour and child marriage. Adolescents and youth have limited educational and economic opportunities and experience a sense of hopelessness and lack a future perspective. To address these risks and prevent the long-term harmful consequences on an entire generation of children, Plan International Lebanon implements an integrated protection (CP and GBV), education and livelihoods programme aimed to empower children and young people, in particular girls.

Plan International Lebanon is established in late 2016 and has programmes throughout the country (Beirut, Mount-Lebanon, South, North and Bekaa).  

 

The GBV Officer will be based in Beirut; He/She will support the GBV and SRHR Manager in providing technical assistance to partners, assuring quality of programming and ensuring adequate coordination and communication on GBV & SRHR. The GBV Officer will be responsible for:

 

Support in Programme Design:

  • Support in leading rapid and detailed GBV assessments in new target areas; determine priorities and immediate activities and required resources;
  • Ensure GBV and SRHR projects are in line with global minimum standards, including the IASC Guidelines on GBV and MHPSS, Child Protection Minimum Standards, WHO & UNFPA guidance, and Protection principles;
  • Support in drafting, reviewing and submitting concept notes, proposals and reports in close coordination with the GBV & SRHR Manager.

 

Monitoring and Implementation:

 

  • Work closely with Plan International Lebanon’s GBV & SRHR manager and implementing partners to ensure that activities are implemented in a coordinated and phased manner, in accordance with Plan International’s GBV approach, best practices and policy.
  • Provide technical guidance and direction including ongoing training, coaching and mentoring to partners’ staff members to ensure quality programming in compliance with Plan International’s GBV & SRHR standards and policies.
  • Coordinate closely with partner organisations’ teams to improve the quality of GBV & SRHR programmes and activities;
  • Ensure that ethical and sound data collection and information management systems are in place for appropriate GBV analysis, planning, evaluation, and advocacy;
  • Ensure regular communication with GBV & SRHR Manager to integrate appropriate technical inputs and priorities in program design implementation;
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required.

 

Coordination and Communication:

 

  • Provide updates and reports on GBV & SRHR activities to the GBV & SRHR Manager;
  • Participate in SGBV Task Force, RH Sub-Working Group, and other relevant coordination entities, when needed.
  • Attend regular calls, meetings, etc. as required by Plan International.
  • Maintain flexibility to take on added responsibilities as and when needed.

 

Human Resources

  • Coordinate and/or implement training and briefing of Plan International partners, and other key stakeholders on GBV, SRHR and/or related issues.

Requirements:

  • Minimum 3 years of progressively responsible professional experience in GBV work of which at least 2 in humanitarian or refugee settings;
  • Bachelor degree in social work, social sciences, psychology or another related field;
  • Strong experience in GBV in humanitarian or refugee settings, particularly with adolescents and young adults;
  • Experience in programming related to addressing gender inequality, GBV, forced and child marriage, teenage pregnancy, and access to adolescent- and youth- friendly SRHR services;
  • Good facilitation skills and ability to deliver induction briefing/trainings;
  • Excellent skills in project design, time management, and problem solving;
  • Flexible work attitude and ability to work independently within a small team;
  • Ability to effectively communicate with a diverse and cross-cultural audience;
  • Excellent knowledge of Arabic and English mandatory;
  • Adherence to Plan International’s Child Safeguarding Policy, Code of Conduct/Prevention of Sexual Abuse & Exploitation (PSEA), and other relevant humanitarian standards and policies.
