Purpose:

Plan International Lebanon is seeking a Finance Manager with demonstrated experience in the INGO sector, in support to Plan International’s programme in Lebanon. While back office support is being provided by Plan Egypt, there is a need for a Finance Manager to be based in Beirut and be responsible for coordinating with Plan Egypt to ensure timely and accurate accounting, internal and external reporting and compliance with internal Plan and external donor policies and requirements. This new role will allow Plan Lebanon develop further with greater levels of support for programming across Lebanon through partner organizations.

The Position: Plan International Lebanon was established in 2016 and has programmes throughout the country (Beirut, Mount-Lebanon, South, North and Bekaa). While back office support is being provided by Plan Egypt, there is a need for a Finance Manager to be based in Beirut and be responsible for coordinating with Plan Egypt to ensure timely and accurate accounting, internal and external reporting and compliance with internal Plan and external donor policies and requirements. The Finance Manager will :

 

Finance:

-          In cooperation with Plan Egypt, establish financial management systems, procedures and controls and review them on a regular basis to ensure compliance, transparency and effective utilization of resources.

-          Lead the annual budgeting process for Plan Lebanon

-          Manage programmes’ budgets and oversee all financial disbursements ensuring compliance with Plan’s and donors’ regulations and policies.

-          Monitor programmes’ burn rate and support the development of pipelines, expense trackers, accruals and spending projections.

-          Prepare and ensure timely submission of all financial reports, records, files and cash requests to International Headquarters, National Offices and/or Donors.

-          Responsible for preparation of designated project audits. 

-          Oversee monthly billing and reimbursements;

-          Ensure all advances are closed and relevant documentation required by IH departments has been sent.

-          Provide financial support on the development of FADs and agreements;

-          Lead on Action Points with Plan’s Global Assurance Dept.

 

Partners’ Financial Management:

-          Work closely with the PSO from a financial perspective to support on assessing and vetting new partners;

-          Participate in meetings with existing partners in Lebanon to ensure financial requirements and policies are in place as agreed with Plan Egypt;

-          Assess capacity building needs and provide training and technical assistance in financial management to local partners.

-          Assist in budget development with partner at proposal stage;

-          Ensure internal audits are carried out regularly with partner organizations

-          Ensure that partners’ reports and supporting documents are adequately reviewed and in line with Plan’s and the donor’s regulations and policies.

 

Human Resources:

-          Oversee development of key HR policies and personnel manual, and ensure their adherence to local labor laws.

-          Working closely with a CPA on NSSF, etc. for staff

-          Calculate and pay employee salaries and taxes and other tax reporting.

 

General Administration:

-          Ensure compliance with local laws and regulations including on local tax and legal administration

-          Reporting to the MoF as required

-          Responsible for VAT claims

-          Responsible for the preparation of bank reconciliations

 

Other:

-          Ensure proper recordkeeping and efficient filing of all records including data collection, reports, official correspondence etc.;

-          Support existing programmes as needed;

-          Attend calls, meetings, etc. as required.

 

This job description covers the main tasks that are anticipated. Other tasks may be assigned as necessary.

 

Requirements:

-          University Degree in Finance, Accounting or related field

-          At least 3-5 years of relevant experience working with INGOs in Lebanon inc. experience reporting to donors – EU, USG, DfID, et al.

-          Experience of relevant accounting packages and operating systems inc. SAP

-          Knowledge of developing/maintaining financial internal control and risk management concepts and systems

-          Demonstrated knowledge and understanding of international accounting standards for the NGO-sector, donor regulations and compliance issues related to management of donor funds

-          Knowledge of applicable local laws and regulations (NSSF, taxes, etc.)

-          Experience with preparation of external audits desirable

-          Ability to work within a small team

-          Excellent written and oral communications in Arabic and English mandatory.
