Objective
The Grants Officer will support the Director, Livelihoods in managing grant disbursements in line with Company and USAID policies to ensure efficient support of core programs. S/he will execute the full cycle of LIFE grants, from grantee application to selection, disbursement and close out.
Responsibilities
- In accordance with Palladium’s modified, USAID-approved Grants Under Contract manual and relevant policies, assure compliance with GUC process.
- Support the issuance of Expressions of Interest, and help grantees finalize scopes of work and budgets.
- Supports Technical Grants Review Committee to ensure GUCs meet selection criteria for youth, women, and disability inclusion.
- Coordinate grant procurements and negotiate with grantees.
- Coordinate training of grantee organizations to ensure compliance with USAID rules, regulations, and reporting requirements.
- Monitors grantee financial and compliance reporting, ensuring on-time invoicing and that cost-share requirements are met.
- Support pre-award capacity assessments.
- Provide vetting and due diligence support.
- In conjunction with the Field Coordinators, maintain tracking data and files related to management of existing grants and grant reporting.
- Maintain efficient tracking and filing system. Review and propose measures to enhance management functions.
- Other duties as assigned.
Reporting
The Grants Officer will report to LIFE’s Director, Livelihoods.
Minimum Qualifications
- University degree in Business, Finance, Economics, or any other relevant field, or bachelor’s degree with 3+ years of experience in Finance, Accounting, or other relevant field
- Experience with USAID grants management highly preferred
- Prior experience in Lebanon required
- Strong interpersonal skills
- Demonstrated ability to work under pressure with limited guidance
- Fluency in English required
