Objective

The Grants Manager will oversee the full cycle of LIFE grants, from grantee application to selection and disbursement. S/he will be responsible for ensuring the project adheres to the proper policies, procedures, and documentation requirements required by both Palladium and USAID.

Under the supervision of the Director, Livelihoods & Chief of Party, the Grants Manager will support the project in providing thought leadership related to financial inclusion grants. The grants manager will manage relations with stakeholders and clients, especially commercial banks, representing the project and its mission. This will include working with internal and external stakeholders to negotiate and develop grant packages and monitor implementation of financial inclusion grants. 

Responsibilities

  • Target use of LIFE grants to support achievement of project objectives.
  • As directed by the Director, Livelihoods and with guidance from the Director, Financial Inclusion the grants manager will oversee the full cycle of LIFE grants, from grantee application to selection and disbursement, ensuring compliance with Company and client policies and procedures.
  • Assure overall compliance with Grants Under Contract through appropriate delegation to partners and staff.
  • Evaluate concept notes, negotiate grant terms, develop grant proposal and monitor implementation of grants activities.
  • Support effective use of resources, on-time delivery of staff and partner deliverables, and compliance with USAID regulations.
  • Represent the project professionally in external communications, events and meetings as may be required.
  • Develop Expressions of Interest and negotiate with grantees as required.
  • Design and lead Bidders’ Conferences.
  • Establish Technical Grants Review Committee to ensure GUCs meet selection criteria for youth, women, and disability inclusion.
  • Train grantee organizations to ensure compliance with USAID rules, regulations, and reporting requirements.
  • Monitors grantee financial and compliance reporting, review and approve milestone submissions for payment.
  • Conduct pre-award capacity assessments and develop and execute grantee-led capacity building plans.
  • Other duties as assigned.

Reporting

The Grants Manager will report to LIFE’s Director, Livelihoods.

Minimum Qualifications

  • Bachelor’s Degree in Business, Finance, Economics, or any other relevant field; Master’s degree preferred
  • Minimum of 5 years of experience managing grants for international donors
  • Experience with USAID Grants Under Contract management highly preferred
  • Experience with Financial inclusion interventions is highly preferred.
  • Prior experience in Lebanon required
  • Strong interpersonal skills
  • Demonstrated ability to work under pressure with limited guidance
  • Fluency in English required
