Job Purpose

 

Under the guidance of the Oxfam Lebanon Deputy Country Director, this position will take the lead on the response in Beirut to the explosion on the 4th August.  

Oxfam in Lebanon is responding to the Beirut explosion with a two-phased partner-lead response; first line emergency aid for the first 4 months, aimed at the most vulnerable groups in the city such as LGBTQ communities, refugees, migrant workers, GBV Survivors and the extreme poor. This phase will be followed by recovery and rehabilitation work, including support to small businesses, and with strong advocacy components, for the remaining 9 – 12 months of the response.

The Beirut response is an urban response that is largely implemented through partners, with some cash assistance provided directly by Oxfam.

Key Responsibilities

 

Programme Oversight of Beirut Response

  • Lead on the overall implementation of Oxfam’s Beirut Response in Lebanon – including ensuring coherence, standardized approaches, programme quality and good partnerships with local civil society, across the response and in line with the Beirut Response Plan;
  • Supervise the Beirut Response Projects Manager, and work effectively with the Gender Advisor, Protection Advisor, EFSVL Advisor;
  • Work closely with pillar Programme Coordinators of the Oxfam in Lebanon programme: the Humanitarian pillar, and the Human Rights and Economic Justice pillar, while seeking guidance, support, and strategic steer, and ensuring an intersectional approach in programming;
  • Ensure humanitarian and early recovery projects are delivered on time and on budget;
  • Lead on all response reporting including sit-reps and communication with affiliates;
  • Support team and partner risk analysis and assessments, before and during implementation, and provide strategic steer on amending activities and approaches where necessary;
  • Support the Beirut response team and partners in developing and applying appropriate monitoring, evaluation, accountability and learning (MEAL) approaches in relation to Oxfam’s humanitarian and early recovery work in Lebanon;
  • Support the Projects Manager in ensuring that Oxfam meets all contractual obligations and that all donor reports are submitted on time to the Funding Department and are of high quality;
  • Support the Beirut response team on HR issues, such as in developing ToRs and job descriptions and advise/input on relevant recruitments;
  • Support the development and implementation of evaluations and learning events;
  • Support the Beirut response team and partners in mainstreaming gender throughout the response;
  • Support in identifying capacity building needs and opportunities for Oxfam staff and local partner organisations and support the development and implementation of capacity building plans.

 

Programme Design and Strategy for Humanitarian Program

  • Lead on the overall Beirut emergency response planning and implementation, and ensure appropriate contingency plans and related preparedness and mitigation strategies are in place and updated, to ensure Oxfam’s humanitarian mandate is met;
  • Lead on updating and revising the overall strategy of the Beirut response, based on contextual evidence from implementation and coordinate with partners on new concept notes and proposals to be developed by them;
  • Provide specialist humanitarian and early recovery advice and support the implementation of Oxfam’s humanitarian and early recovery programme interventions and approaches in the Beirut Response;
  • Work with the DCD, programme coordinators, and technical advisors on the identification of new humanitarian and early recovery partners in Oxfam’s areas of operations, as part of the Beirut Response;
  • Participate in country planning, strategy development and reviews.

 

Representation & Influencing for Humanitarian Program

  • Represent Oxfam externally in relevant UN/(I)NGO or government fora; develop alliances with organisations and other relevant stakeholders working on humanitarian and early recovery programming, with a view to enhancing coordination, and adopting complementary approaches including active participation in relevant coordination and planning mechanisms, and supporting Oxfam and partners in field-level coordination and attending sector working groups;
  • Engage with local and national authorities and other relevant stakeholders as need be, to ensure smooth operational work;
  • In collaboration with Policy Lead and Research and Policy Advisor, support advocacy and influencing work, and provide advice so that the work is based on sound programmatic evidence;
  • Support advocacy and campaigning on the Beirut Response, including analysis, surveys, assessments and support to the development of policy products as required. This includes ensuring linkages to relevant Global Campaigns.
  • Work with the media team to ensure that content is created, and communications work is shared within Oxfam and more broadly
  • In collaboration with other Programme coordinators, Policy Unit and Programme Managers, work to ensure that influencing is integrated in the design and implementation of programmes are working towards achieving same aims and leveraging impact in line with Oxfam’s country strategy Lebanon.

Essential - Experience, Knowledge, Qualifications & Competencies

 

  • At least 5 years of experience managing humanitarian and early recovery / resilience programmes including in planning, monitoring, evaluation, budgeting, financial management, and report preparation
  • Experience in humanitarian / resilience work in urban settings
  • Experience working within a partner-lead response, including a record of effective partnerships with local civil society, and solid relationship-building skills
  • Strong experience and/or understanding of protection and gender issues in particular 
  • Sound knowledge of the social, economic and political context in Lebanon

Desirable

  • Experience with cash transfer programming
  • Experience working in Lebanon or MENA;
  • Experience in protracted crisis settings;
  • Good spoken Arabic;
  • Knowledge of Lebanese civil society organizations working on humanitarian, recovery and resilience issues in Lebanon
