  1. Role and Responsibilities:

The Information, Counselling and Legal Assistance (ICLA) Coordinator will provide support for the implementation of ICLA protection and advocacy initiatives, as well as cooperation and coordination with other legal service providers in Lebanon.

1. Generic Responsibilities:

  1. Adhere to NRC policies, guidance and procedures
  2. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
  3. Manage and implement delegated portfolio of the ICLA projects (activities, budget and project documentation) as delegated from the line manager in line with proposals, strategies and donor requirements, and ensure high technical quality
  4. Provide regular progress reports to the line manager and related senior management
  5. Ensure that projects target beneficiaries most in need of protection, and explore and asses new and better ways to assist
  6. Promote and share ideas for improvement and necessary changes in the activities
  7. Ensure capacity building of project staff and transfer key skills
  8. Liaise and collaborate with relevant local authorities and other key stakeholders
  9. Promote the rights of displaced populations in Lebanon in line with NRC’s country strategy
  10. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  11. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator

2. Specific Responsibilities:

  • Develop and implement work plans for various project activities of the ICLA team
  • Contribute to donor reporting and other external communications
  • Ensure ongoing identification of protection concerns related to legal issues affecting refugees in Lebanon
  • Take the lead on advocacy initiatives and coordinate related research on selected topics
  • Attend protection sector and legal actors meetings at national level, as relevant
  • Undertake a mapping of NGOs providing legal services to vulnerable populations in Lebanon
  • Support ICLA field teams in protection analysis and advocacy initiatives
  • Organise thematic events and briefings with external actors on legal protection issues
  • Liaise with NRC’s Advocacy and Media team on ICLA-related activities

3. Critical Interfaces:

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • ICLA national Team
  • ICLA Field Offices Teams
  • Advocacy and Media Team
  • Legal service providers and relevant humanitarian and civil society actors, including UN agencies
  • Lebanese authorities and local officials, as required
  1. Competencies:

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

These are skills, knowledge and experience that are important for effective performance.

  • Bachelor degree in law, human rights, international relations, or political sciences
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting Palestinian refugees in Lebanon
  • Proven experience in coordinating activities and liaising with external actors
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Experience in proposal and report writing and drafting
  • Strong presentation skills
  • Proficient in Microsoft Office applications including Word, Excel, and PowerPoint
  • Fluent in English and Arabic, both written and spoken
