The Norwegian Refugee Council (NRC) is a looking for an experienced, dynamic, highly skilled and motivated individual to take the post of Coordinator within the Information, Counseling and Legal Assistance (ICLA) program in North Lebanon. The role comprises daily supervision of a field team of NRC staff and volunteers delivering NRC’s legal aid response to refugee populations in North Lebanon, as well as assisting the Project Manager in managing the project cycle, as well as internal and external coordination.

  1. Role and responsibilities

Generic responsibilities

  1. Adhere to NRC policies, guidance and procedures
  2. Contribute to ICLA strategy development, project proposals and provide input on needs and gaps
  3. Manage and implement delegated portfolio of the ICLA projects (activities, budget and project documentation) as delegated from the line manager in line with proposals, strategies and donor requirements, and ensure high technical quality
  4. Oversee the provision of ICLA services to NRC beneficiaries in the relevant area according to programme strategy, project proposals and budgets.
  5. Supervise the ICLA team, ensure their capacity building and transfer key skills 
  6. Ensure implementation of project cycle management activities according to NRC framework.
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Contribute to protection needs and trends identification and ensure adequate ICLA response
  9. Liaise and collaborate with relevant local authorities and key external stakeholders
  10. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  11. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.

Specific responsibilities

  • Deliver the day-to-day management of ICLA response in the North in accordance with strategy and work plans. Directly manage up to four officer level ICLA staff. Supervise a team of up to 20 assistant level ICLA paralegal staff, as well as up to 30 ICLA volunteers (Information Focal Points). Liaises and coordinates with ICLA legal officers, as well as legal attorneys cooperating with ICLA;
  • Monitor the context in order to identify the legal and protection needs of target groups and communities and suggest appropriate interventions;
  • Prepare short- and mid-term project plans related to activities. Support the ICLA Lebanon strategy process;
  • Identify locations for outreach work based on identified needs. Design outreach modalities (individual and group information sessions, paralegal and legal counseling, legal assistance including collaborative dispute resolution) and set up corresponding mobile and fixed-site activities, including Legal Clinics;
  • Support the consolidation of NRC information, legal and protection response (including structures, methodology and procedures) in the North and, as relevant, throughout Lebanon. Proactively document challenges to implementation and suggests ways of addressing them;
  • Provide regular mentoring and coaching support to ICLA team in the North. Identify the needs for and designs the capacity building activities;
  • Develops and updates referral structures and mechanisms, including the mapping of services;
  • Coach and support ICLA focal points for relevant subjects;
  • Monitor and follow up on the quality of ICLA services provided;
  • Operationalize inputs from ICLA Lebanon Technical Team. Support the ongoing exchange of best practices with ICLA programs in other areas of Lebanon and regionally;
  • Oversee the dedicated ICLA and NRC data management (incl. gathering, entry, storage, analysis and reporting) systems, both electronic and hardcopy. Assist in the design of the relevant data tools;
  • Take on active role in substantive input, operational design and facilitating of ICLA assessments and community mapping exercises;
  • Prepare regular internal and external quantitative and qualitative analyses and reporting, including for donors. Draft various types of high quality regular and ad hoc narrative reports;
  • Participate in oversight of legal consultants (ICLA lawyers) providing legal assistance in collaboration with the Legal Field Coordinator/ Officer.
  • Ensure internal coordination and visibility of ICLA program (within NRC);
  • Support external visibility and coordination, including among beneficiary and community stakeholders, local authorities and non-governmental and humanitarian partners;
  • Participate or support various activities within the NRC PCM framework.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • NRC programs in the North

  • Protection, Communications and Advocacy units

  • Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations

Competencies

1. Professional competencies

  • Bachelor degree in law, human rights, international relations, political sciences or equivalent
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English and Arabic, both written and spoken
