  1. Role and responsibilities

The Emergency Response Coordinator is responsible for providing activities related to the Lebanese Protection Consortium (LPC) in urban and informal settlements for refugees from Syria in Bekaa. The project focuses on responding to the emergency cases in NRC area of intervention, mainly through identification of refugee representatives, information gathering and sharing, coordination with other partners in addition to a contact with local authorities.

 

The Emergency Response Coordinator is responsible for implementing the delegated Emergency Response project portfolio within Bekaa area and managing the day-to-day activities of Emergency Response related field staff to ensure proper delivery, high quality results and compliance to applicable laws, standards, practices, policies and procedures in coordination with the Emergency Response Project Manager.

Generic responsibilities

  1. Adhere to NRC policies, guidance and procedures
  2. Contribute to Emergency Response strategy development, project proposals and provide input on needs and gaps
  3. Manage and implement delegated portfolio of the Emergency Response projects (activities, budget and project documentation) as delegated from the line manager in line with proposals, strategies and donor requirements, and ensure high technical quality
  4. Oversee the provision of Emergency Response services to NRC beneficiaries in the relevant area according to programme strategy, project proposals and budgets.
  5. Supervise the Emergency Response team, ensure their capacity building and transfer key skills 
  6. Ensure implementation of project cycle management activities according to NRC framework.
  7. Promote and share ideas for improvement and necessary changes in the activities
  8. Contribute to protection needs and trends identification and ensure adequate Emergency response
  9. Liaise and collaborate with relevant local authorities and key external stakeholders
  10. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.
  11. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

 

Specific responsibilities

 

  • Ensure regular reporting from the Emergency Response team on protection issues and humanitarian gaps for consolidation of data
  • Provide the line manager with quality regular reports on project implementation, status, identified issues and activities to be shared with donors and ensure regular monitoring of project implementation using developed tools
  • Contribute to regular analysis on the internal and external coordination, the referral system and the emergency response at area level
  • Undertake regular field visits to the settlements to support the Emergency Response team and guide them in the project implementation and meet with the refugee representatives
  • Provide guidance and follow-up to the Emergency Response staff in the project implementation and assist the team in ensuring a participatory approach to identify cases and conduct a proper outreach in addition to building the capacity of the refugee representatives in the informal settlements (AGDM approach)
  • Prepare weekly movement and activity plans and assist the team in their daily movements, referrals and activities when needed
  • Represent NRC and LPC at relevant internal and external meetings as requested
  • Take an active and integral role with the Lebanon Protection Consortium (LPC) programs and activities as assigned and develop procedures for the implementation of the LPC project in coordination with the Emergency Response Project Manager
  • Ensure that all project activities and team work plans are in line with the LPC project activity plan, and provide day-to-day support to the team in project implementation
  • Oversee use of Emergency Response database and template documentation by all Emergency Response team in the Bekaa and ensure proper filing
  • Support with activities involving LPC consortium partners and other relevant consortia as requested
  • Perform any other Emergency Response related tasks as assigned by the line manager

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • NRC programmes in Bekaa (ICLA, Shelter, WASH and Education)
  • NRC support unit (finance, logistics, administration and human resources)
  • Lebanon Protection Consortium partners
  • Service providers representatives and UNHCR in the field
  • Relevant external stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations

 

  1. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

 1. Professional competencies

  • Bachelor degree in social sciences, human rights, international relations, political sciences or equivalent
  • Minimum 3 years of proven field experience in a similar role, preferably from refugee/IDP programmes in complex emergencies
  • Experience in with planning and execution of humanitarian projects
  • Experience in capacity building and community based programming
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Significant understanding of Lebanon’s humanitarian, political and socio-economic context, and main challenges affecting refugees in Lebanon
  • Experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English and Arabic, both written and spoken
