  1. Role and responsibilities

The Child Protection Technical Officer is responsible for ensuring protection mainstreaming within the Education programme activities. She/he will be the Education Referral Focal Point (RFP) within the Norwegian Refugee Council in the respective field office in close coordination with the Protection Coordinator to receive regular guidance on how to ensure and maintain Child Safe Programming measures in place, in line with Safe Programming Guidelines and Policies. She/he will also provide guidance and leadership in the implementation of the Better Learning Programme, NRC’s psychosocial support integrated into education programming.

1. Generic responsibilities:

  1. Ensure compliance with NRC policies, guidelines and standards.
  2. Ensure compliance with Education strategy, tools, handbooks, guidelines and standards.
  3. Provide Child Protection technical support and capacity building to Education staff.
  4. Assess, promote and document ideas for technical improvement and further program development options.
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist.
  6. Provide specific technical analysis and feedback to NRC representatives in coordination forums
  7. Monitor adherence to NRC Child Safe Programming Guidelines, and report breaches to Project Manager and Protection Coordinator.
  8. Contribute to the design of Child Protection-specific awareness sessions and activities within Education program, in coordination with the Education and Protection teams.
  9. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.
  10. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator.

2. Specific responsibilities

  • Develop or adapt training modules of practical and relevant capacity development materials in alignment with the NRC Education strategy, Child Protection mainstreaming, and the needs of the programmes.
  • Provide tailored capacity building and regular support and Child Protection Induction to Educators and other education contractors in line with NRC Child Safe Programming Training Package.
  • Conduct safe and timely Referrals along with the needed follow up, in line with Referral Standard Operating Procedures (SOPs).
  • Maintain regular coaching to Educators with regard to identification of child protection cases in classrooms, in line with guidance and advice of Protection Coordinator.
  • Deliver Non-violent Communication, Positive Discipline and Anti-Bullying training and regular coaching to Educators with regard to daily interaction with children, as per guidance and advice of Protection and Education Teams.
  • Conduct daily visits to Education Learning centers and classrooms across the relevant area.
  • Ensure that quality and minimum Child Safeguarding Standards are implemented and respected in all education activities and in line with NRC Child Protection policy and checklists.
  • Provide Psychological First Aid (PFA) to educators who deal with sensitive cases of children identified in classrooms, asses and decide on further actions in close coordination with management and Protection Coordinator.
  • Maintain special and close follow up with designated external Case Managers on sensitive cases of beneficiaries referred, and channel guidance to the respective Educators and Education staff involved.
  • Implement BLP activities, including training, case analysis and reporting.
  • Maintain regular guidance and coaching to NRC Educators and staff on how to interact with sensitive cases of BLP beneficiaries.
  • Provide Child Protection and PSS awareness sessions to parents and Focus Group Discussions (FGDs) to youth and children.
  • Support the institutionalization of BLP within MEHE and UNRWA by supporting the adaptation of the materials and training content and delivering trainings when needed.
  • Implement NRC Psychosocial approach (Better Learning Program (BLP)) operating within Education Programme, as per the programme policies and procedures.
  • Represent NRC at area level in Child Protection meetings with relevant partners in coordination with the Protection Coordinator.

3. Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Relevant Education/Youth implementation staff
  • M&E department
  • Protection Coordinators
  • Other Programme staff in terms of integrated programming and synergies

  • Bachelor’s degree in social work, psychosocial science or related field
  • Experience in Child Protection domain and Psychosocial Support
  • Minimum 3 years of experience in similar field within humanitarian context
  • Experience in working in complex and volatile contexts
  • Prior experience and proven capability in training and capacity development
  • Experience in conducting counseling and awareness sessions
  • Fluency in English and Arabic both written and verbal
  • Experience in collecting information and writing reports.
