Role and Responsibilities:

The Information Counselling and Legal Assistance (ICLA) Team Leader is responsible for overseeing ICLA activities implemented in North Bekaa, in line with NRC policies, guidelines and strategy.

Generic Responsibilities:

  1. Adhere to NRC policies, guidance and procedures
  2. Oversee the provision of ICLA services in North Bekaa (including Aarsal and Mashari Al Qa) according to strategy, proposals, budgets and plans
  3. Supervise ICLA North Bekaa and Arsal team, ensure their capacity building and transfer key skills 
  4. Ensure that services target beneficiaries most in need, and explore and assess new and better ways to assist
  5. Contribute to protection needs and trends identification and ensure adequate ICLA response
  6. Liaise and collaborate with relevant local authorities and key external stakeholders
  7. Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action
  8. Ensure that all protection related detected cases are referred to the concerned referral focal point and to the related Protection Coordinator

Specific Responsibilities:

  • Provide oversight for the ICLA response in North Bekaa, Arsal and Mashari Al Qa area
  • Manage, supervise and support ICLA North Bekaa and Arsal team through capacity building activities and on-the-job training
  • Develop, implement and oversee the activities implementation work plan in line with ICLA objectives
  • Ensure standardization of activities according to the ICLA policy and handbook
  • Supervise and support capacity building activities for frontline workers and key actors
  • Ensure the implementation of the safe identification reporting and referral system
  • Monitor and follow-up on the quality of the services provided
  • Conduct regular field visits and spot checks to ICLA field activities
  • Operationalize and mainstream technical inputs from the Legal Field unit, Database Officer and the ICLA National team
  • Contribute to the oversight of Information Focal Points and ICLA Legal consultants in coordination with the Legal Field Unit
  • Assess new locations for ICLA outreach activities
  • Contribute in developing SOPs, checklists and relevant ICLA tools
  • Oversee data management, ICLA database and documentation related to ICLA services
  • Conduct regular field visits, spot checks and follow up of activities
  • Coordinate externally with relevant stakeholders, host and refugee community, local authorities, humanitarian actors and local organizations
  • Provide regular progress reports about the activities implemented
  • Promote and share ideas for technical improvement
  • Contribute to context analysis, protection needs and trends identification

1. Professional Competencies:

  • Bachelor degree in law, human rights, international relations, political sciences or equivalent
  • Minimum 3 years of relevant job experience in a similar role, preferably within the humanitarian sector
  • Knowledge of relevant concepts of international refugee and human rights law and understanding of protection principles
  • Proven experience in overseeing provision of legal services is an asset
  • Proven experience in coordinating activities and liaising with external actors
  • Proficiency in Microsoft Office applications including Word, Excel, and PowerPoint
  • Proficiency in English and Arabic, both written and spoken
