The Government of Lebanon has allocated a US$2 million grant to strengthen the capacity of the Ministry of Social Affairs (MOSA) in promoting youth civic engagement across the country. As such, the National Volunteer Service Program (NVSP), partly funded by this World Bank grant, aims at increasing youth civic engagement which, in the medium term, is hoped to contribute to enhanced cross-confessional understanding and social cohesion as well as improved youth employability.

The consulting services (“the Services”) include the development and implementation of all aspects of the baseline survey for the Impact Evaluation of the NVSP. The survey firm / consortium will work under the direct supervision of the NVSP Monitoring & Evaluation Officer, with overall guidance of the Principal Investigator (PI) of the study, a World Bank expert.

The work period is scheduled from March 15, 2015to September30, 2015.

The NVSP now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The short listing criteria are:

A legal status recognized by the Government of Lebanon, enabling the organization to perform the above-mentioned tasks. Demonstrated experience of organizing nation-wide surveys over the past five years. Strong capacity and experience in planning and organizing telephone, computer-based, and personal interview survey logistics. Good network of experienced enumerators, supervisors and data entry clerks. Strong capacity in data management and statistics. Strong knowledge in the following software applications/languages: Stata, SPSS.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s #0000ff;">Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
