National Construction Manager

Responsibilities:

Project Planning 

• Liaise with the relevant authorities and Technical Field Manager (TFM) to asses needs and produce construction diagrams and plans for buildings.
• Produce tender documents for each project in accordance to MAG standards and requirements.
• Review the bids provided by each construction company for each project and assess the technical and practical feasibility of the bid
• Undertake bid analysis to assess and determine the most appropriate bid and contractor.

Project Implementation – Quality Assurance & Quality Control

• Manage day to day relations with contractors to ensure high quality construction activities
• Carry out continual quality assurance of the building contractors during the construction phase to ensure that the construction is of an acceptable standard to MAG and the relevant Lebanese authorities
• Ensure that the performance dates specified in the agreed construction plan are being achieved by contractors
• Ensure that any change to the agreed construction diagrams are approved by the relevant authority and TFM prior to the change being carried out
• Ensure that records are kept of the quality assurance checks being carried out indicating any problems arising and amendments to the construction plan and construction diagrams.
• Ensure that acceptable photographs are taken of the facility and surrounding location prior to construction, during construction and after construction

Project Implementation – Construction work 

• Liaise with the relevant authorities and TFM regarding the specific technical requirements of each facility identified for intervention
• In conjunction with the relevant authorities and TFM produce an acceptable Implementation plan for the construction works
• Carry out continual quality assurance checks of the building works to ensure that the construction is of an acceptable standard to MAG and the relevant authorities.
• Supervise the work of contractors to ensure that performance dates are achieved
• When applicable arrange the necessary permissions for the transportation of the building materials to their installation site.
• Ensure date task dossiers for all locations are held in the MAG Office.
• Ensure that acceptable photographs are taken of the facility during site visits and any issues arising should be reported directly to the Technical Field Manager
• Weekly construction updates should be submitted to the Technical Field Manager
• Any other construction duties as requested by the Technical Field Manager

Essential requirements:

• Experience of using finance, administration, logistics and human resource systems to ensure project success
• Experience of using relevant civil engineering software
• Substantial knowledge of the development and evaluation of civil engineering design and construction contracts, bills of quantities, and specifications
• A degree and/or post graduate qualification in civil engineering
• Prior Experience of running large multi-site construction projects and experience in Quality Management and Control processes.
• Experience of managing tender processes and managing third party contractors and ensuring quality delivery of work
• Excellent organisational skills with the ability to coordinate activities in a fast paced environment
• Experience of coordinating the activities of a multidisciplinary team including contractors and technical staff from a diverse range of backgrounds
• Experience of developing and using logistics and finance policies, procedures and tools
• Excellent interpersonal skills with the ability to work with people from different backgrounds
• Able to multitask and manage a heavy and varied workload
• Able to credibly represent MAG with key stakeholders
• Honest and trustworthy
• lexible and adaptable
• Good understanding of English Language (spoken & written)
• Understand and uphold the standards outlined in MAG’s Safeguarding Framework, acting with due care and attention to safeguard the wellbeing of anyone that comes into contact with MAG’s work and reporting concerns if they do arise. 

Ensure that line reports understand and follow MAG’s Safeguarding Framework, escalating concerns reported appropriately to programme senior managers.
