Program / Department Summary

Mercy Corps’ program addresses a large array of needs and gaps, ranging from urban and peri-urban scale projects to community level interventions, addressing food, livelihoods, protection and NFI needs. The program will be implemented through local and/or regional partner NGOs and will be managed from Mercy Corps’ office in Beirut, Lebanon.

General Position Summary

This position has responsibility for supporting Mercy Corps’ monitoring, evaluation and learning activities across all programmatic areas. Working collaboratively with key program and partner stakeholders, s/he will support the Program teams and the MEL Coordinator in implementing and tracking MEL activities conducted across partner projects. The Monitoring, Evaluation and Learning Officer will be responsible for providing essential support in MEL data management, tool design and reporting as well as potentially managing freelance third party monitors.

Essential Job Responsibilities

MONITORING AND EVALUATION
  • Support partners in the development of appropriate monitoring, tracking and reporting tools and templates (including translation if necessary) that enhance monitoring of project outputs and quality;
  • Produce written reports to summarize findings of data collection activities (including graphs, charts, tables, narratives and appealing visuals) as per MEL plan or upon request to fulfill internal and external reporting requirements and advocacy purposes;
  • Assist in tracking the implementation of partner MEL activities as specified by partners’ MEL and work plans;
  • Assist in maintaining digital filing systems for MEL data, tools and documentation;
  • Participate in the facilitation of meetings/workshops/trainings to help increase the capacity of local staff and implementing partners in planning and implementation of programs.
  • Review partner data and reports, and supporting documentation, including conducting extensive data cleaning as per data cleaning protocols on a regular basis;
  • Train partners on mobile data collection tools and use of hardware and software;
  • Support with data analysis, in conjunction with IMS unit, as required;
  • Review and clean partner participant registration database on a monthly basis in coordination with program officers
  • Report beneficiary numbers to IMS unit for all assigned sub-awards on a monthly basis as per reporting guidelines
  • Support the Capacity Development Unit and MEL Coordinator in rolling out partner-specific MEL capacity development plans;
  • Support in the measurement of change resulting from capacity development.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
  • Support in the development of third party monitoring tools
  • Manage freelance third party monitors  (recruitment, orientation, training, daily follow up during assignments, weekly check ins)
  • Update and maintain combined beneficiary database for all sub-awards as per data management standards
Security
  • Ensure compliance with security procedures and policies as determined by country leadership and specific MEL team requirements.
  • Proactively ensure that team members operate in a secure environment and are aware of policies.
  • Coordinate with Security Coordinator for security guidance / advice regarding monitors security in the field

Knowledge and Experience

  • Degree in social sciences, development, international relations, statistics or related field.
  • 1-3 years of experience (either working in a humanitarian or development sector or in for-profit sector in with responsibilities related to data collection, analysis and management)
  • Experience in data collection, data cleaning and data management.
  • Strong organizational skills
  • Demonstrated experience with the MS Excel and other MS Office software (i.e., Word and PowerPoint) is required.
  • Experience with mobile data collection tools.
  • Basic understanding of common research methodologies and practices.
  • Experience with both quantitative and qualitative data collection and analysis
  • Demonstrated capacity to collaborate closely with external stakeholders (such as partner organizations)
  • Initiative and the ability to learn quickly and independently
  • Commitment to a high level of confidentiality with sensitive information.
  • Arabic and English language, written and spoken, are essential

Success Factors

The successful candidate will have proven experience working effectively and respectfully with external stakeholders and will have effective verbal and written communication as well as multi-tasking, organizational, and prioritization skills. S/he will have demonstrated attention to detail, ability to follow procedures, meet deadlines, and work independently and cooperatively with team members, and will have an interest and ability to travel and work in insecure environments. Sensitivity to multi-cultural humanitarian and development work and ability to train and facilitate dialogue among a diverse group of individuals with various skill sets and working styles are all critical, as is a commitment to working with community members to make concrete improvements to their livelihoods and living conditions. An ability to creatively solve problems, juggle multiple priorities under tight deadlines, and to calmly and diplomatically deal with unexpected and sudden events impacting program operations are also essential.
