BACKGROUND and JUSTIFICATION :  

MOSAIC is a holistic program committed to improve the health and wellness of Marginalized group in Lebanon and beyond. Through its national presence in Lebanon and its regional networks in the MENA region, MOSAIC strategic goal is to achieve the coexistence of people in friendly communities and national systems. Founded by activists and legal and health experts, MOSAIC will provide comprehensive services for the Marginalized groups, research and advocate for policy reform, build knowledge and capacities on SOGI (Sexual Orientation & Gender Identity/Role) issues, and engage the societies in the fight against human rights violations, especially against LGBTIQ rights violations.

 

SCOPE OF WORK:

The Monitoring and Evaluation officer’s responsibility is to coordinate and support implementation of monitoring and evaluation of all the project activities to be conducted in accordance with the Results Framework.
The Monitoring and Evaluation officer will be working closely with the Program Manager as well as with the field staff.

Duties and Responsibilities:

The Monitoring and Evaluation Officer ensures the implementation of monitoring and evaluation policies and strategies, focusing on the following:

  • Participate in and contribute to the finalization of monitoring and evaluation frameworks for the project;
  • Develop monitoring and evaluation tools;
  • Provide technical support to the Program staff to strengthen their monitoring and evaluation system;
  • Conduct assessment on the field level through staff meetings, focus group discussions and monitoring forms, and develop and lead the implementation of a capacity development plan;
  • Assist in the identification of potential implementation problems and bottlenecks and recommend appropriate strategies to address them;
  • Review the quality of existing data sources, the methods of collecting them and the degree to which they will provide good baseline data for end of project evaluation to develop approaches to address identified gaps;
  • Follow up on implementation of evaluation recommendations; ensure the optimal use of evaluation findings by providing guidance in preparation of timely management response to all mandatory evaluations and by developing a communication/dissemination plan;
  • Provide a quarterly monitoring and evaluation report, as requested;
  • Manage a computerized data system (Activity Info);
  • Identify and formulate lessons learned and document best practices from evaluations and studies to be integrated into project reports.

 QUALIFICATIONS AND EXPERIENCE

  • At least five years of relevant Monitoring and Evaluation experience in GBV and LGBT and technical experience.
  • Experience in data collection and analysis, data quality assessments, and/or performance monitoring and reporting.
  • English fluency required

-       Good Level of proficiency in Windows Excel and quantitative analysis
