The coordination advisor is expected to:

 

  • Participate in the analysis of the social, political and humanitarian situation of the country and evaluate its impact on existing and potential MSF interventions
  • Build solid working relationship with the MOPH with the following objectives: Mapping different departments in MOPH and elaborating a networking strategy for the mission; Identifying key interlocutors for key technical and legal requirements at project and mission level with eventual hand over to the Medical Department; Raising the profile of MSF in the MOPH through political networking with the objective of strengthening our collaboration
  • Providing a power map with different stakeholders involved in health in Lebanon (key syndicate, pharma industry, group of power/influence, political party stance, funders, academics…) and links in-between those stakeholders.
  • Supporting the PC/PC assistant in designing a power mapping in their zone of influence, ensuring proper network is developed and maintained.
  • Supporting the different coordinators when requested. HoM will help prioritize in case of multiple requests.
  • Support with operational constraints and challenges by participating in or by being the focal person for some specific files/working groups: licenses (clinics, central pharmacy), drugs importation… Some working groups might be intersectional.
  • When requested assist in meetings with other actors and help preparing the meeting (outcome expectable, possible tricky questions, elements to put forward..) and debriefing once finalized (in-between the line reading, next steps, drafting of minutes..)
  • Proactively engage with our Arabic speaking network, develop it and make sure it is maintained over long period of time.
  • Participate in the building of an advocacy strategy: help identify advocacy messages and develop effective advocacy approaches with different stakeholders
  • Take actively part in the host country agreement negotiation working group and in particular: Mapping relevant key stakeholders (government officials, ministries, security officials, MOFA, etc.) and building effective networking strategy and approach. Gathering information and forming solid understanding of the steps needed to negotiate the HCA through meeting with relevant parties and stakeholders.
  • Helps analysis different situations and potential difficulties faced by MSF, where it really comes from and how to work on this.
  • Provide briefing papers if needed on specific individual we want to meet, of some organization/parties, of evolution of a situation,…
  • Participate in the definition of the mission’s security policy, maintaining a network of information allowing the monitoring of developments in risks and threats.
  • Evaluation of other risks (non-security related – legal, perception,..) and providing analysis in order to help taking decisions.
  • Identify what is perceived as the key strengths of MSF within the country (its added value, what makes us a respected organization), to what public/interlocutor bring which element and assist/train the team members having representation tasks to bring forward those arguments.
  • Involved in the needs assessments.

Requirements:

 

 

Education

Communication, international relations, political sciences, public health a plus but not compulsory

Experience

  • Experience in building and maintaining a network essential
  •     Previous experience in humanitarian assistance a strong advantage
  • Experience in medical field a strong asset

 

Languages             

English and Arabic essential

Knowledge

Essential computer literacy (word, excel and internet).
