Main Purpose

Assist the HR Manager in ensuring the HR capacity required, sizing and improving people capabilities, con-tribution and active participation in order to achieve project goals effectively. This will be done according to MSF human resources vision and values.
Execute HR administrative tasks, according to administration manager’s indications and MSF procedures.

Accountabilities

• Prepare the briefing agenda of newly recruited national staff and all newly arrived internal staff.
• Assist the HR manager in planning, organizing of staff evaluations.
• Assist the HR manager in administrative aspects of training (sharing visa forms, information about the training venue, accommodation, etc, with staff selected for international trainings; organizing venue, etc. for local trainings).
• Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.
• Assist the HR/Fin Team Leader in planning and organizing recruitment processes in the project (preparing and posting vacancies, shortlisting of CVs, contacting candidates, acting as a translator for candidates during recruitment tests & interviews, preparing letters of offer/rejection…).
• Execute administrative and legal related tasks, under supervision of the HR Manager.
• Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management
• Is responsible for creating and updating the individual staff files according the mission standards
• Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll.
• Assist the administration manager in the prevision of monthly treasury and planning in order to ensure the coverage of daily needs, advances on salaries, payroll, etc.
• Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF’s interests.
• Assist the HR Manager in implementing internal communication policies (organizing staff meetings, posting memos, etc.)
• Assist the Fin / HR team leader in translating documents into local language and assists the HR/Fin Team Leader in meetings upon request
• Supervise the Office Cook/Cleaner, ensuring that the office is cleaned on a daily basis and that meals served are prepared according to good health and hygiene standards.
