Position:                                             Monitoring & Evaluation Officer

Place:                                                  Based in Beirut- with field visits on project implementation sites

Main objective:                                Working under the direction of the Program Coordinator, the M&E officer will conduct and implement MdM monitoring and evaluation tools.

                                                           The M&E officer will be responsible for collecting timely and accurate data from MdM projects in order to monitor and evaluate the services provided

Context of intervention:

 

MdM has been working in Lebanon for more than 30 years, in the sector of health and mental health. MdM currently run 2 community mental health center, one in Rafik Hariri University Hospital and one in Baalbek governmental hospital, and work on the mainstreaming of mental health into primary healthcare. MdM also support one PHCC in North Bekaa to increase access to affordable and quality care to most vulnerable populations.

Following the Beirut blast, MdM is developing an MHPSS response including outreach activities to provide onsite MHPSS interventions to person affected by the blast, internal referral to MdM CMHC or helpline and referral to stakeholders. In addition MdM has also identified a need for increasing awareness about COVID19 mitigation measures.

 

Main responsibilities

 

The M&E Officer is the focal point for collection and documentation of monitoring and evaluation information, with a specific focus on the response to the Beirut Blast. He will also support the M&E team on other tasks related to the regular projects.

  • Ensure data collection using MdM monitoring and evaluation (M&E) tools by performing regular field visits and meeting with the team
  • Guarantee timely and accurate information.
  • Produce written reports on a weekly or monthly basis
  • Contribute to the revision of monitoring and evaluation tools and train program team on design and proper use of it.
  • Participate in the analysis of data collected.
  • Participate in regular meetings with the rest of the team to provide updates on data gathering progress, and to receive guidance and instructions from direct line manager;
  • Report number of referrals made from the team to the community mental health centers and partners on a regular basis.

 

 

Main responsibilities and activities of the M&E officer can change according to the organization of the work and to the composition of the team.

 

 

Main activities

 

  1. Monitoring and Evaluation: Data Collection

Ensure data collection using MdM monitoring and evaluation tools, including Dharma software, by performing regular field visits and meetings with the team

Provide methodological support to the program teams to ensure timely and high quality data entry and processing.

Collect beneficiaries’ feedbacks and data concerning healthcare access and provision of services

Guarantee timely and accurate information.

Coordinate with the program managers on the timeline of all the M&E activities in liaison with ProgCo and/or MHco

Assist in the design, creation, and implementation of different M&E tools including (needs assessment, On-Site monitoring, surveys, etc)

 

 

 

  1. Reporting and Data Analysis

Participate to the design of tools used to collect data from MHPSS interventions and outreach activities (questionnaires, checklists, individual interviews, focus groups, beneficiaries’ satisfaction surveys and exit surveys) in coordination with the Program Coordinator and the MH coordinator.

Produce written reports and submit them to the Program Coordinator and/or the MH coordinator.

Produce a written monthly report to be integrated to the Sitrep to analyse the data and information collected.

Upon needs produce reports on specific issues to the request of the Program Coordinator and/or the MH coordinator.

Assist in generating summaries for analysis when required (graphs, tables, reports) from the database.

Under the supervision of the Program Coordinator and/or the MH coordinator, record activities and data and archive them in appropriate forms.

 

  1. Coordination

Work in liaise with the program managers, the other M&E officer and the Database and IT specialist.

Participate in regular meetings with the program team to provide updates on data gathering progress.

 

  1. Capacity building of MdM staff

Coach and support staff in the use of monitoring tools including provision of training if needed.

 

  1. Accountability

Support the Program Coordinator and/or the MH coordinator and the Database and IT specialist for the Beneficiary Satisfaction Survey (inputs on the BSS questionnaire, support in the daily workers recruitments, support in the preparation and the implementation of the survey, etc)

Ensure the accountability of the activities by collecting information’s among beneficiaries and provide them with feedbacks when it is needed.

Be proactive to propose templates to monitor and evaluate the accountability of MdM activities.

Follow-up on the quality and accountability of activities.

Requested competences/skills/profile

 

  • University degree (BA) in statistics, social science, international development; master degree will be valued
  • Experience or background in epidemiology, public health, health information management or a related discipline
  • Good knowledge of the public health sector in Lebanon, in particular in primary health care
  • Experience in quantitative and qualitative data collection including survey design, implementation and analysis
  • Good command of Microsoft Word, Excel and Open Data Kit (ODK) is mandatory; competence in EPI-info and SPSS will be an asset
  • Ability to seek, collect, clean and critically analyse data and information needed to achieve the tasks
  • Professional proficiency in Arabic and English is mandatory
  • Good communication skills (oral and written)
  • Experience working with NGOs is preferred
  • Ability to cope with difficult security context
  • Ability to travel frequently during working hours to pay field visits
  • Excellence in organizing, planning and prioritizing tasks
  • Ability to work with a team as well as to work independently
  • Clear commitment to the project thematic
