Main objective and job summary:             

Under direct supervision of MdM mental health coordinator. The consortium manager will ensure proper coordination between the consortium members and an appropriate communication with the relevant stakeholders, mainly the National Mental Health Program (NMHP) and the Agence Francaise for Developpement (AFD). The consortium manager will ensure the joint planning and implementation of the program as well as compliance to the donor. The main objective of the consortium managers is to contribute for achieving the specific objective of the project of “contributing to the development of community-based MHPSS and SU’s system offering appropriate, quality and inclusive services to all people living in Lebanon, particularly the most vulnerable groups and people at risk”.    

Main Responsibilities:

 

  • Act as a focal point for the consortium members (AMEL, Skoun and MDM) and partners (HI, Abaad, Embrace);
  • Act as an interface between the consortium and the donor the Agence Francaise for Developpement (AFD);
    Ensure that the consortium members and partners coordinate to homogenize plans and implement activities;
    Ensure the consortium compliance with the requirements and contractual procedures of AFD and MDM
  • Collect data and produce consolidated narrative and financial reports.

     

Main Activities

 

Coordination, partnership and representation:

  • Coordinate and liaise with the consortium members and partners including ensuring with the steering committee that the agreed governance structures are respected;
  • Lead the organization of coordination meetings between the different partners and provide regular updates on the consortium activities in order to ensure effective information sharing and learning;
  • Support the partners in the organization and conducting of joint events and activities
  • Support the partners in the reporting including the documentation and reporting skills if needed.
  • Ensure strengthened communication flow on the implementation of the project, with both the National Mental Health Program (NMHP) and AFD.
  • In close collaboration with the consortium members, maintain and develop partnership relationships with key institutional, stakeholders, and the national and international NGOs.

Project follow up:

  • Support the consortium members  in the development of joint action plans and the coordination of the activities to reach the objectives of the project,
  • With the Administrative & Finance Coordinator and the Logistics Coordinator, ensure the consortium compliance with the requirements and contractual procedures of the donor and MDM (budget followup, reporting, respect of financial and purchasing procedures),
  • In cooperation with  MDM administrative department monitor the right execution of the activities in compliance with the budget,
  • Monitor the performance of the consortium related to the implementation of action plan/budget and update/alert the consortium members and partners about any discrepancy and/or delay
  • Ensure that the crosscutting issues (gender, disability, social stability) are prioritized while implementing project action plan.
  • Ensure adherence to policies and regulations of MdM and Consortium member and coapplicants.
  • Manage the budget related to workshop and communication activities as budget holder
  • Participate in the strategic decision and planning before leaving the steering committee make the decision

Data collection, MEAL and reporting

  • In cooperation with MDM MEAL coordinator, support the consortium in the development of the consortium MEAL monitoring framework, plan and tools.
  • With the support of MDM Meal coordinator, supervise the implementation of learning processes and midterm evaluation;
  • In coordination with the consortium partners’ focal points, ensure accurate and timely data collection.
  • Produce and provide  regular consolidated reports for the steering committee of the consortium and the donor as per the contract
  • Support the Administrativa & Finance Coordinator in the preparation of the consolidated financial report as per the contract.

Requested Competence/Skills/Profile:

 

  • Postgraduate degree in social/political sciences, public health,  mental health degree or in a humanitarian assistance related field
  • 5 years of project management experience (planning, monitoring, evaluation) in humanitarian context.
  • Experience in implementing projects within partner networks or consortia;
  • Experience in managing a consortium of health projected in particular mental health and/or substance use is a plus.
  • Experience in monitoring and evaluation of complex projects.
  • Experience in organizational representation, coordination and liaison.
  • Strong experience in reporting on complex projects to international donors.
  • Excellent conceptual, planning, organizational, and leadership skills.
  • Excellent communication, negotiation and problemsolving capacities.
  • Willingness to travel across Lebanon in field visits particularly in North Bekaa and North Lebanon.
  • Fluency in English, French and Arabic.
  • Good Computer literacy (Pack Office).
