Major Duties and Responsibilities:

Technical Oversight of Shelter and Distribution Programmes:

  • To manage the assigned shelter and distribution projects in order to meet the project objectives within budget and within the allotted time frame.
  • To provide strong leadership of the assigned shelter projects, working to ensure both short and long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable) and local Medair staff.
  • To set clear objectives and indicators for shelter and distribution activities in collaboration with the programme teams, field managers and, where appropriate, with the local communities.
  • To develop and implement an appropriate and effective shelter, distribution and WASH strategy in consultation with other programme staff and field managers.
  • To monitor continuously and supervise shelter activities, overseeing the technical design, execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
  • To provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • To ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats.
  • To develop new proposals, linked to the country strategy, in conjunction with the relevant field managers and the Programme Funding Manager.
  • To assist with the identification of future areas for shelter and WASH interventions including assistance with technical assessments in terms of design and implementation.

 

Staff Management

  • To line-manage the shelter and distribution staff of the assigned project(s), including day-to-day management, development and training, appraisals, etc.
  • To facilitate regular meetings to assist information sharing between project staff, to ensure all staff members are aware of project objectives, progress, current work plans and to provide the opportunity for feedback.
  • To provide mentoring and technical supervision for staff in order to develop ownership and full responsibility for shelter and distribution activities.
  • To assess the training needs of shelter and distribution staff and ensure that appropriate training is provided / conducted.

 

Financial Management

  • To plan and construct the budgets for the designated projects, in line with Medair budget formats.
  • To ensure budgets are spent according to donor proposals and regulations and within the appropriate timeframe, making any budget adjustment recommendations to the in-country Senior Management Team.
  • To advise on potential over/under spend and recommending appropriate corrective action.
  • To monitor the spending of the designated projects to ensure operation in line with Medair and donor guidelines for financial accounting and reporting practices.
  • To review and approve all Purchase Requests (within budget authorisation limit) for items required for project(s), making sure that all purchases are within budget and in accordance with the agreed Procurement Plan.

 

Communication and Coordination

  • In close coordination with the Projects Coordinator, develop and maintain appropriate, regular, transparent and supportive relationships and communication structures with the assigned shelter and distribution teams, HQ sector advisors, and other relevant stakeholders (e.g. beneficiaries, community leaders, local and national government officials, UN agencies and other NGOs), with the objective of ensuring good cooperation and partnerships.
  • To participate actively in shelter coordination meetings and other relevant working groups or meetings as required, representing Medair and feeding back to the Projects Coordinator and the programme teams on relevant issues
  • To coordinate with other shelter actors operating in Lebanon, especially the Bekaa, to ensure streamlined approached and reduce risk of duplication. 
  • To ensure that shelter activities are reported on external systems (e.g. Activity Info) as required
  • To network with shelter and WASH stakeholders within Medair’s area of operation and nationally to develop new approaches and uncover funding opportunities.

 

Logistics

  • To ensure procurement plans are developed for each project in coordination with the Logistics Manager.
  • To liaise, as necessary, with the logistics and finance staff to ensure items are procured, transported, stored, managed and accounted for correctly.

 

Quality Management

  • To promote and use the Medair Box, Portfolio and other operating procedures, ensuring that all standardised formats are used and guidelines are followed.
  • To ensure designated shelter and distribution projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards (e.g. Sphere and HAP/CHS standards).
  • To assess regularly and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times.

 

Person Specification:

  • Higher level qualification in a technical field, preferably in civil engineering or in another relevant field such as architecture / engineering / construction management.
  • 2+ years’ field experience in shelter programme in refugee or IDP settlements.
  • 2 year overseas work experience in relief work with an NGO, preferably in Preparedness and/or Emergency Response, or specialising in Shelter and WASH sectors.
  • Excellent English (oral & written)
  • Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.
  • Competent with statistical database such as EPI Info, SPSS, STATA, ENA or EPI Nut
  • Ability to manage project implementation
  • Knowledge and experience of primary health care principles and management
  • Able to prioritise clearly and oversee multiple tasks
  • Able to take the initiative in project decisions
  • Able to enforce procedures
  • Advanced planning, assessment and analytical skills
  • Strong proposal writing skills
  • Able to set clear objectives for staff and to delegate
  • Able to consult and lead by example
