Major Duties and Responsibilities:

 

Technical Oversight of Health Programme

  • Maintain an overview of the Health Programme and of the country context, with a view to strategically developing new projects in current sites and/or surrounding locations, and proactively planning for responsible exit
  • Give technical advice to field managers and HQ on potential involvement in new health interventions and internal health capacity for implementation
  • Define appropriate policies, guidelines and protocols for the medical aspects of Medair’s work in country, in consultation with HQ advisors, other field managers, and where appropriate with Health Advisors in the region, and in line with relevant government, Sphere and WHO guidelines
  • Provide technical support to the health teams in all project sites, including the evaluation and impact analysis of current projects and the writing of donor proposals and reports within the required timeframes
  • Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met within the stated timeframes and in accordance with recognised international standards
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis, and follow-up and feedback to relevant staff, donors, partners and other agencies
  • Maintain an oversight of medicines and health supplies ordered for the health projects, supporting the health and logistics staff in the coordination and quality control of health supplies

 

Health Project Management:

  • Lead on the development and implementation of an appropriate and effective Health strategy  
  • Oversee the implementation of all Health projects, to be delivered on time and on budget within the agreed project objectives
  • Ensure complete and timely reporting of all activities to line managers, senior advisors, donors, and any other relevant bodies. Monthly Sitreps and immediate notice of concerns to line manager and technical advisors is expected.
  • Manage a comprehensive activity plan for the designated projects, including resource needs analysis, covering the time frame of the project proposal
  • Provide strong leadership of the assigned Health project(s), ensuring both short and long-term positive impacts/outcomes for the beneficiaries, local Health staff and authorities, including MOSA
  • Set clear objectives and indicators for Health activities in collaboration with PC and Global Health Advisor, and with the local communities
  • Continuously monitor, supervise and evaluate Health activities and progress, and take appropriate action as needed to ensure continued progress
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project, working closely with the Assessments, Monitoring and Evaluation (AME) Manager.
  • Ensure accurate and timely reporting of activities according to Medair, donor and other applicable timeframes and formats
  • Develop and lead on new proposals, linked to identified needs and gaps (determined through assessments) and to the Medair country strategy, in conjunction with the Projects Coordinator Global Health Advisor.
  •  Ensure that all health staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints. Plan and develop training material as required with support from HQ advisors as needed

Staff Management:

  • Line-manage Medair Health project staff, including at least one Health Manager in each project, and facilitate the management of MoSA staff in Medair supported Social Development Centres, in close coordination with MoSA and Medair PC
  • Facilitate regular meetings with project teams to enable information sharing among project staff on current work plans as well as provide the opportunity of feedback
  • Coach and supervise Medair and local partner staff (especially MoSA) in order to develop ownership and full responsibility for all Health activities
  • Assess the training needs of health/nutrition staff and ensure that appropriate training is conducted

Financial Management:

  • Plan and construct the budgets for the designated projects, in line with Medair budget formats
  • Ensure budgets are spent according to donor proposals and regulations and within the appropriate timeframe, making any budget adjustment recommendations to the in-country Senior Management Team
  • Advise on potential over/under spend and recommending appropriate corrective action
  • Monitor the spending of the designated projects to ensure operation in line with Medair and donor guidelines for financial accounting and reporting practices
  • Review and approve all Purchase Requests (within budget authorisation limit) for items required for project(s), making sure that all purchases are within budget and in accordance with the agreed Procurement Plan

 

Communication and Coordination:

  • In close coordination with the Projects Coordinator, develop and maintain appropriate, regular, transparent and supportive relationships and communication structures with the assigned Health team, Global Health Advisor, local partner (MoSA) and other relevant stakeholders, including UN and MoPH  
  • Actively participate in Health coordination meetings at the regional and national levels, in Medair internal meeting and trainings, and in other working groups or meetings as required, representing Medair and feeding back to the Projects Coordinator and Health staff on relevant issues
  • Seek out relevant networks or task groups on specific Health related humanitarian aid issues and actively participate, where possible
  • Coordinate with other Health agencies operating in Lebanon, especially the Bekaa, to ensure streamlined approached and reduce risk of duplication 
  • Ensure that all project activities are reported on ActivityInfo, in accordance with national schedule

Logistics:

  • Support the Logistics activities of Health teams, particularly in relation to the purchasing of medicines, supplies and equipment for the assigned Health facilities and activities
  • Liaise, as necessary, with Global Health Advisor, Logistics and Finance staff to ensure items are procured, transported, stored, managed and accounted for correctly
  • Oversee the use of vehicles by Health team members, ensuring that vehicles are cleaned on a regular basis and used appropriately

 

Quality Management

  • Promote and use the Medair Box, Portfolio and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • Ensure designated projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards (e.g. Sphere and HAP/CHS standards)
  • Regularly assess and provide feedback and recommendations on the quality of the programmes and interventions during field visits and at other relevant times
  • Maintain a resource library for the Health team and keep up-to-date with the latest trends and updates within the sector. Ensure all health staff have access to necessary and appropriate information as required
  • Attend Medair yearly health and nutrition workshop, where possible, as well as periodic online meetings with HQ advisors to keep up to date on recommendations and guidelines for Medair health and nutrition programming

 

Staff Health

  • Responsible for advising DCD on all staff health related issues countrywide  

 

Delegated Responsibilities:

  • Development of and adherence to the in-country health policy, strategy and guidelines in consultation with other relevant field managers and HQ staff
  • Oversight of the technical aspects of the health and nutrition projects, including recommendations for health staff objectives, training, promotion and disciplinary action
  • Responsible for the field input to health and nutrition sections of donor proposals and reports and for all administrative records for the health components of the projects with final technical review from HQ advisors on all externally submitted documents
  • Authorisation of expenditure on applicable budget lines up to $10,000 when delegated
  • Set and manage approved drug lists and stock levels for health and nutrition projects in consultation with other relevant field managers
  • Take the lead in health aspects of external relations, with the support of the PC and Country Director, in the country with authorities and government ministries, UN agencies, partner NGOs and donors, in consultation with the Country Director.

Person Specification:

  • Clinical degree (nurse, midwife or doctor), or Public Health degree. Clinical degree with Public Health degree strongly preferred
  • 4 years post-qualification nursing / medical professional experience
  • At least 2 year management experience in a Health context
  • At least 1-2 years’ work experience in health in developing country
  • Excellent English (oral & written)
  • Familiar with Microsoft Office programs, in particular Word, Excel, Outlook and PowerPoint.
  • Competent with statistical database such as EPI Info, SPSS, STATA, ENA or EPI Nut
  • Ability to manage project implementation
  • Knowledge and experience of primary health care principles and management
