Project Summary: 

BALADI CAP is a five-year, technical assistance program funded by USAID/Lebanon that advances the institutional capacities of Lebanese civil society organizations (CSOs) and municipalities/unions to improve the delivery of services to local citizens.

Position Summary:

MSI is seeking candidates for the position of Regional Municipal Coordinator. The Regional Municipal Coordinators will be responsible for working with the BALADI CAP program team and its municipality partners in designated regions throughout Lebanon to ensure effective coordination and communication between the municipality authorities and project focal points on the technical assistance and training being provided by BALADI CAP’s capacity-building service providers in the field. This position requires frequent travel within or to designated regions throughout Lebanon (North, South, Bekaa, Mt. Lebanon). This position works in close cooperation with the CEDG Local Governance and Decentralization Specialist, under the direction and supervision of the Chief of Party

Responsibilities:

Specific responsibilities include, but are not limited to:

Conduct regular field site visits to BALADI CAP’s municipality partners in designated regions to ensure effective coordination and communication between the municipal authorities and their BALADI CAP project focal points on the plans and implementation of the technical assistance and training being conducted by the project’s capacity-building service providers.

Act as a liaison between BALADI CAP and its municipality partners to ensure that the application and institutionalization of the technical assistance that is being provided is meeting project goals and objectives.

Work closely with CEDG Local Governance and Decentralization Specialist in providing regular progress reports and activity updates in coordinating across municipal government partners to identify lessons learned and share experiences that will improve good governance practices.

Work closely with BALADI CAP’s M&E team to contribute to the monitoring of progress and data collection on CEDG target indicators.

Work closely with BALADI CAP’s communications team to provide activity highlights, impact results, photos and success stories that can be developed and promoted on BALADI CAP’s communications platforms.  

Qualifications:

University Degree in public administration, economics, business, political science, international affairs or a related field. 

Minimum three (3) years of demonstrated professional experience in working with municipalities or local government in targeted regions, preferably in supporting the implementation of local governance, service delivery, or municipal development projects.

Willingness and ability to travel frequently to municipalities throughout Lebanon, as needed, while using own car.

Demonstrated experience effectively engaging with local government leaders.

Strong oral and written communication skills with a high degree of diplomacy required.

Must be able to work independently, as well as part of a team.

USAID-funded project implementation experience.

Written and oral fluency in Arabic and English.
