Project Summary: 

MSI is a key partner in the USAID-funded “Quality Instruction Towards Access and Basic Education Improvement (QITABI)” Project, which is led by World Learning. QITABI will run from September 2014 through September 2018 and combines a crisis response and development approach to expand equitable access to education and improve learning outcomes for children. MSI’s role is in three areas: (1) Collecting and analyzing data on children’s reading levels by implementing early grade reading assessments; (2) Conducting surveys on teachers’ knowledge of reading instruction; and (3) Holding policy workshops based on the findings of the reading assessments and the reading instruction surveys. MSI will conduct an endline study on students’ reading performance levels for the QITABI project in 240 schools throughout Lebanon.

 

Position Summary:

MSI is seeking candidates for the short-term position of Quality Control Officer (QCO) to oversee and ensure the quality of the data collection during upcoming student reading assessments. Prior to data collection, the QCO will assist with the organization and facilitation of the training of enumerators and supervisors; and will coordinate data collection plans. During data collection, the QCOs will be responsible for overseeing the implementation of tools and management of activities by the enumerators and supervisors; and ensure the standard administration of the Early Grade Reading Assessment (EGRA) tools and survey instruments throughout Lebanon. This will include organizing assessment materials, keeping materials safe and secure, tracking data collection teams in the field, liaising with school personnel, and submitting materials to MSI upon completion of fieldwork. QCOs will be required to travel throughout Lebanon during the data collection period (transportation to the designated schools across Lebanon will be arranged and provided by MSI).

Responsibilities:

  1. Co-lead and/or participate in training sessions in Beirut on the standardized administration of reading assessments;
  2. Oversee and organize the data collection, including schedule(s) of visits and communication/liaising with school officials;
  3. Coordinate the logistical and administrative needs of data collection teams with the local subcontractor, e.g. review and approve schedule of school visits, confirm transportation, manage tablets and all equipment, etc;
  4. Ensure compliance with standard procedures and protocols for administering the reading assessments and questionnaires by conducting observation of supervisors and enumerators during activities;
  5. Provide additional training to supervisors and enumerators as needed during field activities;
  6. Ensure supervisors and enumerators meet established targets, and document instances where targets are not met;
  7. Collect information related to the field activities, and provide regular field updates; and
  8. Use the provided "form builder" to construct test forms and questionnaires for the EGRA application, as requested by the MSI assessment and research expert.

 

Qualifications:

  • Master’s degree in a related field (such as education, psychology, social sciences, etc.) required;
  • Reading and spoken fluency in Arabic and English required;
  • Managerial experience with data collection and monitoring/evaluation (M&E) activities;
  • Experience in conducting training workshops;
  • Experience with administration of surveys and/or assessments;
  • Experience with the use of electronic tablet computers(e.g. iPads or similar devices) for data collection;
  • Experience working with public schools and the Lebanese Ministry of Education and Higher Education (MEHE); and
  • Experience with development projects, preferably USAID-funded.
