Forest Economics Consultancy Services (RFP/18-13)

LRI is currently implementing the Firewise project on the Fireshed level as a management unit to set a fire prevention action plan and to assess the applicability of existing laws and regulations.

 

Therefore, LRI is planning to develop a cost analysis study that will provide local authorities and land owners with evidence on the benefits of adopting forest management prevention measures which are usually perceived prohibitively very high. The measured costs (tangible and intangible) need to be assigned a monetary value relying on approximate investigated numbers and existing reference when available, based on current market prices of forestry products.

On the other hand, firefighting operation costs need to be investigated and set on a daily or hourly basis.

 

The final output of the study should:

  • Compare the benefits of prevention measures with material losses caused by the fire and cost of firefighting practices.
  • Analyze the cost and long-term benefits of prevention practices versus business as usual option.
  • Calculate the payback of prevention based on a reasonable timeline of 10 years.
  • Serve as a basis for decision making for local authorities and land owners showing efficiency and effectiveness of prevention practices, if any.

The delivrable is a Feasibility study comparing the cost of prevention practices versus the loss of resources and cost of firefighting operations and including an itemized list of the conducted prevention measures and firefighting with a monetary value. Study case: Jeita 2016 fire

How to apply

The consultant needs to have:

  • Proven previous experience on conducting forest economic analyses related to fire
  • An advanced degree in forestry, agricultural economics or related fields
  • Previous experience working with USAID and/or USAID-funded projects is a plus
  •  Experience in forest fire management and firefighting techniques

 

Consultants need to submit:

  1. A resume
  2. List of publications
  3. A brief concept note showing the research approach
  4. Contacts for three references
  5. A proposed budget with their proposal. The proposed budget will have sufficient detail to allow evaluation of elements of costs proposed. Budgets should be submitted in US Dollars; please label your budget with the name of the currency. LRI reserves the right to request any additional information to support detailed cost and price.

Please include three references and contact information. References should have worked with you within the past five years in connection with the countries or regions (and if possible, subject matter) applicable to this RFP.
