The LHDF is an independent entity composed of local NGOs operating in Lebanon that facilitates the coordination between them and other relevant stakeholders to have an efficient response to the humanitarian and development needs in the country.

Job Purpose: 

The Communication & Advocacy consultant position aims to develop the advocacy and communication strategy of LHDF.

 

Time frame:

The consultancy is valid for a period of 3 months starting 1 December 2019 and ending 29 February 2020.

 

Main Tasks:

The overall objective of the consultancy will be to develop an “Advocacy and Communication Strategy” for the Lebanon Humanitarian & Development NGOs Forum (LHDF). The Communication & Advocacy consultant is expected to work under the direct supervision of the LHDF coordinator to develop a two year communication and advocacy strategy for the Forum. The consultant’s main tasks include:

I- Communications activities:

  • Developing a comprehensive communication action Plan for the LHDF, including timeline for planning, organizing, implementing, and hosting events/activities.
  • Define the different sectors, the target audience and key messages, and help tailor messaging to the target audience.
  • Identify relevant Communications opportunities to promote the work of the LHDF. 

II- Visibility materials:

  • Coordinate with Forum Coordinator to plan visibility material needs.
  • Produce visibility materials.

 III- Advocacy Activities:

  • Facilitate and guide the LHDF advocacy strategy.
  • Facilitate the development of joint advocacy strategies.
  • Facilitate the organization of a media outreach strategy.
  • Coordinate production of a diverse range of information products including visual communications.
  • Ensure timely development of position papers, policy briefings, presentations and other advocacy materials and communication media.

 

Key deliverables

All deliverables will be submitted to the LHDF Steering Committee and Coordinator on date as mutually agreed during the inception meeting. The reports will be reviewed by the Steering committee. The consultant should submit the following key deliverables:

  • Inception report: Outlining details of activities with proposed methodology and timeline/delivery dates.
  • Draft advocacy and communication strategy for feedback and comments. 
  • Draft report on communication and advocacy activites’ structure and focus. 
  • A final strategy (e copy and hard copy) in English and Arabic, including implementation plan for the first year after incorporation of Steering Committee comments.

 

 Qualifications

  • Master level qualification in relevant field (e.g. communications, humanities, advocacy).
  • At least 5 years working experience in communication, policy analysis, lobby and advocacy in a humanitarian context, working with national, regional and global dimensions.
  • Demonstrable experience and achievements working in and advocating towards multi-stakeholder platforms and processes.
  • Good understanding of the humanitarian structure in Lebanon.
  • Experience in stakeholder mapping and strategizing according to policy objectives of the LHDF.
  • Excellent command of written and spoken English and Arabic.
