About Lebanon Humanitarian & Development NGOs Forum (LHDF)

The LHDF is an independent entity, composed of local NGOs operating in Lebanon, that facilitates the coordination between them and other relevant stakeholders to have an efficient response to the humanitarian and development needs in the country.

About Lebanon Support (the host organisation)

Lebanon Support is an action-oriented, non-profit research centre for and about civil society.

Lebanon Support is a multidisciplinary space creating synergies and bridging between researchers, experts, civil society and NGO practitioners, and activists. Lebanon Support aims to foster social change through innovative uses of social science, digital technologies, and publication and exchange of knowledge.

We achieve our action-oriented mission through 3 main programs:

The Civil Society Knowledge Centre (CSKC): Lebanon Support’s online research and information platform on public action and civil society issues.

 

 

Responsibilities 

 

 

KEY RESPONSIBILITIES

- Manage and provide strategic and technical expertise on coordination and operational initiatives agreed on by Forum members;

- Support the Steering Committee in representing the Forum in different fora and meetings in Lebanon and abroad;

- Facilitate and ensure consistent Forum engagement in response leadership and planning mechanisms, such as the Lebanon Crisis Response Plan (LCRP), Humanitarian Country Team (HCT), and Inter-Sector;

- Lead the Forum Secretariat and handle grant management, including management of activities, staff, administration and finances.

Coordination & Advocacy

- Support the Advocacy Officer in developing and formulating common positioning, messaging and strategies on key humanitarian, development and operational issues.

- Spearhead and manage joint advocacy and operational initiatives, as agreed by members with the Advocacy Officer.

- Follow and undertake analysis on issues relevant to the Forum Strategic Directions; synthesize and provide briefings on key concerns for Forum members.

- Support Forum members in identifying recommendations for moving forward.

- Ensure members are kept up-to-date on developments and consolidate member feedback to the UN, donors and government on issues related to the response strategy, management, coordination, and leadership.

- Attend relevant sector working groups, inter-agency, and other coordination meetings.

- Facilitate enhanced NGO engagement in coordination mechanisms through advocacy for NGO leadership positions, orientations for NGO staff, and other support as needed.

- Organize any ad-hoc meetings or events with policy makers and relevant stakeholders in consultation with the Forum SC to advance humanitarian and development issues raised by the Forum.

 

Representation

- Support the Forum Steering Committee in jointly representing Forum in meetings with donor governments, the Government of Lebanon, the United Nations, international NGOs, and other external stakeholders, to convey views of the Forum members.

- Develop and maintain working contacts with relevant external stakeholders (e.g. Resident Coordinator / Humanitarian Coordinator, UN agencies, donors, diplomats, line ministries, Red Cross, international, national and local NGOs, etc.)

- Coordinate and attend Forum meetings with external stakeholders; consolidate key issues and talking points from Forum members in advance of meetings; record and disseminate notes to all Forum members following meetings.

- Facilitate and ensure consistent Forum representation in response leadership and planning mechanisms, such as the LCRP Steering Committee and HCT.

- Represent Forum in the Inter-Sector Working Group, and other coordination and planning mechanisms as delegated.

- Act as liaison and represent Forum with the Syria INGO Regional Forum (SIRF), ICVA, InterAction, and other local, regional and global NGO fora.

 

Secreteriat

- Monitor and propose specific revisions as necessary to Forum Governance Framework and Host Agency Agreement, for approval of the Forum Steering Committee, Host Agency, and/or Plenary.

- Oversee the Forum Steering Committee election processes.

- Undertake annual Forum Strategic Planning, oversee implementation of and report on the agreed Strategic Directions.

- Manage Forum membership and observer processes and fee collection.

  • In close coordination with the Forum Host Agency:

- Manage Forum Secretariat staff and consultants.

- Manage Forum Secretariat budget and expenditures.

- Develop proposals, extensions and modifications to ensure ongoing funding for the Forum Secretariat and Forum initiatives.

- Timely reporting on Forum funding and proposals.

  • Directly or via management of Secretariat staff:

- Organise and facilitate Forum Plenary Meetings, Forum Steering Committee Meetings, and the meetings of agreed Forum sub-groups.

- Record and disseminate minutes of internal and external meetings to the Forum members

- Maintain an up-to-date Contact List of all Forum member and observer representatives, alternates, and issue focal points

- Facilitate improved information sharing and exchange by ensuring that relevant reports, announcements, developments, etc. are circulated to all Forum members

- Pro-actively reach out to non-member NGOs who meet Forum membership  criteria

- Plan and coordinate Forum-sponsored trainings and workshops

- Maintain mapping of Forum member and observer sector, donor, beneficiary, and geographic coverage (to be updated quarterly)

 

QUALIFICATIONS

Required experience and skills

- Degree in humanitarian affairs, development studies, public policy, international relations, political science, or any related field (or equivalent professional experience)

- At least 3 years’ experience in humanitarian and/or development programming and Project Management

- Experience with humanitarian and/or development and/or NGO / coalition coordination essential, preferably in refugee or post-conflict settings.

- Diplomatic and inter-personal skills a must, ability to build positive relationships in a multi-cultural, multi-organizational context.

- Strong leadership and management skills, including partner management.

- Excellent strategic and analytical skills, including ability to synthesize and effectively communicate complex issues.

- Excellent written and oral communication skills in Arabic and English. Editorial and presentation abilities highly valued.

- Language: Fluency in Arabic and English required. French added value.

- Computer and Social Media proficiency
