Main Role

The main purpose of this role is to support the Lebanese Red Cross in establishing a comprehensive, integrated and effective PMER institutional framework, promoting the reliance on adequate, factual and reliable information for decision making by senior and middle management.

Under the supervision of the Planning Coordinator, the PMER Senior Officer will coordinate with the PMER technical team, which comprises the sectors PMER Officers, and aims at ensuring the delivery of high-quality strategic and programmatic data in a timely manner.  This will be attained through collectively devising an institutional Monitoring and Evaluation Framework, building a PMER culture within the Society, developing the capacities of the teams to apply the newly established systems, and finally, improving the level of the internal compliance with the relevant policies and procedures.  The previously mentioned framework should also provide a clear roadmap to how the applied system will be able to collect the needed information for designing new projects/programs and convey the lessons learnt to the Senior Grants Officer and relevant sectors - offices staff/volunteers.

The PMER Senior Officer will promote close coordination between the PMER technical team and the Information Management Officer. The aim is to ensure that the data flow maps and monitoring tools, suggested by the implementing teams and listed in the PMER packages, are accurately translated into user-friendly information systems. Finally (not limited to), this role will have to lead the PMER technical team into establishing a comprehensive accountability framework based on the principles of the RC/RC movement and the Core Humanitarian Principles.   

Essential Responsibilities and Duties

- Design with the Technical PMER team a Monitoring and Evaluation in addition to an accountability framework, after consulting with the management and the various sectors / offices at the Lebanese Red Cross Society. Clear policies, procedures and KPIs should be included in both documents.

- Ensure that all programs have established PMER packages based on a sound methodology and a participatory approach

- Facilitate that both the management and implementing teams are receiving the needed programmatic and strategic information to facilitate the decision making and performance monitoring processes

- Work closely with the PMER technical team in setting up and monitoring the reporting standards, in addition to unifying the tools and templates adopted by the various sectors/programs

- Support the Sectors in assessing the gaps in their PMER capacities and work closely with the Sectors and Human Resources Office to build the needed knowledge and skills of the staff

- Systematically channel all the programmatic lessons learnt raised by the PMER technical team to the Planning Coordinator, and based on the information, support in the designing of new programs/projects

- Assess with the PMER technical team the efficacy and effectiveness of the information management systems employed within the society and ensure that all of the data being reported on do serve the needs of the field. 

- Support the planning and programs coordinator on monitoring and improving the synergy and integration of thematic programs to enhance delivery of results

- Draft the annual national report which includes all of the activities, output and outcomes of LRCS’ programs

 

Strategic Roles and Responsibilities

- Follow up and report cyclically on the level of application of the institutional Monitoring & Evaluation and accountability frameworks

- Ensure external accountability to donors through the implementation of timely and quality PMER activities leading to timely and accurate reporting

- Determine the strategic and programmatic evaluation needs of the society, and accordingly, support the relevant PMER Officers in drafting the technical Terms of Reference for external evaluators

- Devise, with the PMER technical team, a clear action plan to promote the culture of PMER within the society and the learning environment

- Ensure that all programs are capable of reporting on the impact and sustainability of the programs being applied

 

Operational Roles and Responsibilities

- Follow up on the plan and results of the PMER workshops being applied by each program, and if needed, support the PMER officer in the facilitation of these events

- Support the Information Management Officer in visualizing all relevant data in an efficient and effective manners

- Ensure that post-assessment action plans are set after each evaluation and that PMER Officers are following up on the execution of the measures that have been decided on by the sectors

- Monitor the quality and timing of the data being reported on by the different sectors, and when needed, support the relevant PMER Officers in upgrading their internal systems

- Provide the technical support needed to the PMER officers to set methodologies, devise tools, select samples, extract information, clean, analyze and/or report outcome level data
