LRC Emergency Medical Services Fleet and Logistics Consultancy

Objectives

The specific objectives of this consultancy are as follows:

Support efficient, effective and appropriate fleet management systems at all levels of the EMS operation, looking to reduce costs and downtime and optimize performance.

Support the strengthening of stock control and supply chain management processes within the EMS based on the findings and the procedures established during the Swiss Red Cross Log Project;

Support and follow up on the implementation of approved SOPs, guide new staff/program colleagues on procedures and protocols;

Methodology

Determine which data needs to be collected to understand current fleet usage and local market possibilities

Developing and testing data capture systems

Monitoring the data collection, cross-checking and analyzing the results

Providing a current state assessment of EMS fleet management and recommendations for the future

Developing an action plan for the improvement of fleet management

Contributing to the implementation of the action plan including possible training, organizational restructuring of fleet management, workshops etc.

Monitoring results against the original benchmark

Presenting progress reports to EMS management on a regular basis

 

Outputs/Deliverables

EMS Fleet data collection system

Market assessment (for fleet maintenance) report

EMS Fleet current state assessment report

Final report including:A set of clear recommendations outlining a road map for implementation to establish a sustainable and adequate LRC EMS fleet:

Capacity targets for EMS headquarters and stations

Resources (inputs) required

KPIs to measure fleet performance

Action plan for fleet management

PowerPoint presentation outlining executive summary, methodology, findings, challenges and proposed next steps, to be used during debriefings with key stakeholders;

JD/Person Specification

Solid experience in fleet management, administrative processes and related SOPs

Solid knowledge and experience in Emergency Medical Services preferred

Experience in supply chain management

Previous experience in supporting organisations for missions similar to or comparable with the one described in these terms of reference

Previous experience of working for the Red Cross / Red Crescent Movement is preferred but not necessary

Excellent communication skills, conflict resolution skills and intercultural sensitivity, including managing expectations of different stakeholders in a balanced and diplomatic manner

Abilities in decision making and problem solving foreseeing various options and objectively assess viability of these options

Field-based NHS training, capacity-building and counterpart development skills preferred

Willingness to work in a complex and dynamic environment

Self-supporting in computers (MS-Windows, spreadsheet- and word-processing)

Advanced knowledge of English (oral and written), fluency in Arabic is highly appreciated

Ability and agreement to adhere to the Red Cross / Red Crescent Fundamental Principles

Awareness and acceptance of the risks associated with this mission
