General Purpose of the Position: The Country Accounting Officer performs daily accounting tasks in coordination with the Country Finance Officer.   

Main Responsibilities of the Country Accounting Officer

  1. Handles the cash of the Country Office and Mental Health and Psychosocial Support Project.
    • Ensures that cash, cash equivalents and financial records are safeguarded and properly utilized in the Country Office.
    • Ensures regular reconciliation of accounts at the Country Office.
  2. Audits and oversees the documentation and recording of all income and expense transactions for every project, verifies, and correctly maintains JRS procedures, such as payments and other day to day financial transactions.
    • Ensures financial accounting complies with JRS policies, procedures and local legal requirements (taxes, social security, insurance where applicable).
    • Reviews and checks:
      1. Vouchers (numbered and aligned with the system)
      2. Reconciliations (weekly): banks, suppliers, cash, front-ends from projects.
      3. Bank reconciliations (monthly) & cash withdrawals processing. 
    • Ensures that all supporting documents are provided.
    • Managing assets at JRS Country Office & Projects.
  3. NSSF & MoF:
    • Ensures, along with the Finance Officer and HR Officer, the proper completion of registration and withdrawal of staff from NSSF.
    • Completes the "R" official forms.
  4. Assists the Country Finance Officer in the preparation of Annual Audit (cf. Audit Checklist).
  5. Communicates regularly with the Country Finance Officer, informing him on all major issues.
  6. Conducts any other related tasks, as assigned by the Country Director, that are within the ambit of the position

Minimum Qualifications

  • Compassion and strong commitment for refugees and other displaced people
  • A university degree in Accounting, Economics, Finance or related field
  • Minimum of 1 professional year of experience in the field
  • Demonstrated strong analytical, strategic thinking and planning skills
  • Knowledge of English and Arabic both written and spoken is required
  • Excellent skills in Microsoft Office (Word, Excel)
  • Ability to work in a multicultural environment
  • Ability to perform under pressure, work independently and respect deadlines
  • Previous work experience in Lebanon is an asset
