Description: 
  1. Programme Development, Design and Implementation
  • Develop a technically sound program work plan and activities consistent with the goals and objectives of the program in coordination with the IRL Head of Programs and other units.  
  • Lead the developing of timely and good quality CNs and proposals based on the country strategic plan, result-based management approach and ensuring the programme meets Islamic Relief Worldwide Quality Standards and International Codes of Conduct
  •  Establish work plans, set performance targets, and identify and resolve challenges
  • Manage the programme team’s outputs, solve resource conflicts, assure quality inputs and solve problems, bottlenecks and other issues
  •  Make key decisions in relation to the programme implementation, programme quality assurance and address problems that might arise during the implementation
  • Manage the programme team to ensure proper logistical procedures are followed during project implementation.
  • Lead the preparation and monitoring of the programme budget, working closely with the Finance Department to ensure appropriate budgeting, effective financial and budgetary control of the programmes according to IRW’s policy and procedures and corrective measures are taken to address over/under spends in the project budgets
  •  Lead the timely submission of high quality reports to HQ and donors in compliance with donor guidelines and processes
  • Coordinate the conduct field visits and project reviews to assess needs, monitor and evaluate projects implementation as per plans and donor requirements;
  • Lead in drawing up phase out strategies of programme to ensure sustainable intervention impact
  •  Ensure that extensive input into the development of IRMM programme standards, processes and systems are provided in consultative manner.

 

  1. Management

 

  • Lead the recruitment of programme / project staff, manage their performance objectives and assess their performance in fulfilling those objectives through IRW standard review processes.
  • Manage the programme team, ensuring that they are working efficiently and effectively to adhere to the requirements of the programme and that the programme outputs are of the highest standards.
  • Facilitate team building across the programmes, Islamic Relief Lebanon and the wider organization and ensure they have clear objectives and receive meaningful feedback on their performance.
  • Lead the capacity building of the programme team of IR Lebanon and local implementing partners to increase their competence on quality programme delivery.
  • Assess staff through the performance review process, assess with the staff their performance in fulfilling those objectives.
  • Provide support to the Head of Programme and Country Representative to make sure that security guidelines are updated and in place.

 

  1. Coordination

 

  • At the local level, represent IR Lebanon and liaise with the clusters, local authorities, UN, and international and national NGOs to facilitate successful coordination
  • Collaborate regularly with other sectors to monitor the situation in the targeted communities and to prepare for and respond to any issues
  • Liaise regularly with the Head of programs, and IR management to provide updates on the program, discuss emerging challenges, and collaborate on the design of new programs or changes to existing programs
  • Develop and maintain strong working relationship and coordinate with County authorities, relevant international and local agencies engaged in similar intervention activities in the country

A) EDUCATION/TRAINING

Required:

  • Bachelor/Master Degree in Development studies, Social studies, or other related field

 

B) EXPERIENCE 

Required:

  • Considerable experience working on project management, programs design, and proposal development
  • Experience in working for an international NGO
  • Confidence in delivering presentations and representing IR Lebanon to a variety of audiences including donor agencies
  • Able to adapt styles to meet the needs of different audience
  • Experience in developing concept papers, proposals (LFA, risk matrix, stakeholder analysis, needs assessments) and bids
  • Experience in designing and understanding budgets
  • Experience in report writing
  • Experience in working with multiple internal and external stakeholders
