Introduction

“Islamic Relief believes that all children have a right to personal dignity and protection from abuse and it recognizes the special responsibility and duty of care it bears to create a safe environment for children within the projects and programs it manages and supports. The interests of child safety and protection should be paramount to any other interest which might compromise it”.

 

In order to offer multidisciplinary protection awareness, Islamic Relief “IRL” will provide awareness sessions for teachers under the “Education for All” project in South Lebanon areas in public schools and educational centres. The intervention will be managed by IR team in cooperation with the schools/educational centres and the consultant.

 

IRL seeks to contract a consultant to give the awareness sessions for teachers in the designated public schools and educational centres on topics related to active learning methodology, classroom management and positive discipline.

Background and Problem Statement

The influx of Syrian refugees to Lebanon legally and illegally made a prominent influence that the country witnessed on economy, demographics, political instability, and security. As known that the children constitute more 52% of the Syrian refugees. Nevertheless, children are seriously affected by this situation in terms of their mental, physical, or psychological state. The on-going conflict and displacement has a negative impact on their psychosocial wellbeing, development, education and health. The arduous and complex situation for children and caregivers in Lebanon has resulted in a context of violence and disruption that permeates all aspects of children’s lives, significantly compromising the protective environment of children and resulting in serious consequences for their wellbeing. Many Syrian children have witnessed serious traumatic events such as the death of family members, destruction of their homes, violence in the street, displacement, lack of access to school, health and other essential social services and protective support mechanisms.

 

Through the “Education for All” project, IRL will develop a psychosocial and educational support for vulnerable Syrian children and adolescents; those out of school, cases of neglect, orphans, and survivors of violence, living in sub-standard shelters, camps and gatherings. This would be achieved through delivering awareness sessions which aim to build the capacity of teachers on topics that will enhance their abilities to cope and support children with such conditions.

Islamic Relief Worldwide- Lebanon office therefore seeks to obtain the services to develop relevant interactive awareness sessions modules and assist IRL core activities of this project in developing and implementing awareness sessions for teachers.

 

 

 

 

Objectives of the Consultancy

IRL seeks to contract an active learning consultant to enhance the quality of education through developing and equipping the teachers with the active learning skills in order to increase student investment, motivation, and performance to actively participate in the learning environment, thus they will take more responsibility for their performance in the class. Similarly, when they have an opportunity to make decisions about what they learn and how they use that knowledge, the students see a course as more valuable and more directly related to their goals.

 After delivering the active learning topics using different techniques and approach, the teachers will be able to incorporate the learning in the class rooms to foster the way of teaching, defining concepts in an active learning way rather than presenting the information or lecture. Nevertheless, students will be encouraged to think and analyze as well improve cooperative group in class.

3-1 Responsibilities

The consultant will provide active learning for 20 teachers in South Lebanon. The consultant shall start to plan an optimal setting for consultation for teachers. Depending on the teachers’ experiences, a learning plan will be set. The consultant shall evaluate the teachers’ experiences and level of knowledge before and after attending the courses and sometimes he/she may conduct field visits to schools.

The training sessions will last over 3 consecutive days in south area. The teachers will learn new interactive strategic learning; the sessions shall be characterized by a verity of training methods and approach between discussion, think-pair-share, self-assessment, peer review, group evaluations, experiential learning (site visits), active review sessions (games or simulations) role playing, brainstorming.

A training day duration is 7 hours with including 1 hour for break.

The main tasks and responsibilities:

Identify and assess the teachers in schools to be engaged the active learning sessions.

Design the schedule of the sessions aligned with the course/content based on the needs of the teachers.

Deliver the course based on the schedule set by the consultant using all the needed document in coordination with Islamic Relief Project coordinator

Assess and evaluate the teachers before and after using pre and post-test.

Ensure a strict adherence to IRL Child Protection Policy, including respect for confidentiality and act in the best interests of the child

3-2 Deliverables

Hand materials used at the workshop to IRL (power point, videos…)

Final report of the workshop content, participation and area plans

 

 

3-2-1 Report and Formulation of Recommendations

Following the tasks/responsibilities mentioned, the consultant shall submit a report including the need assessment results, description of the course delivered, evaluation of the teachers and challenges in English with recommendation.

Requirements:

The consultant shall be qualified to apply for the active learning consultation:

University degree in Education or other related field

At least 3 years of work experience in the Field

Experience in conducting active learning sessions for teachers is desirable

Languages: Proficiency in English for reporting purposes and Arabic

 

Competencies:

The consultant will be evaluated against the following criteria: timeliness of the deliverables, clarity of presentations, responsibility, initiative and communication:

Strong interpersonal and communication skills in a multi-cultural setting;

 Flexibility;

Ability to work effectively;

Good analytical skills;

Strong work ethics and commitment to humanitarian issues

A willingness to accept responsibility;

The ability to priorities workload and work under pressure;

Motivation and perseverance;

The ability to communicate well with people, demonstrating empathy and reflection;
 

Proposal Submission and Evaluation

The Technical Proposal shall clearly include, but not necessarily be limited to the following items:

Introduction (including the consultant’s understanding of the required assignment)

Qualifications and relevant experience of the consultant (attach CVs of proposed person)

Proposed approach and methodology for conducting the assignment with preliminary time schedule submission and Evaluation of Technical Proposal

Submission and Evaluation of Financial Proposal

The financial proposal shall show all the direct costs related to the training days’ duration, while other operational costs such as transportation, communications, etc. can be implicitly included.

How to apply

Training workshop duration is 3 days.

Proposal submission

The consultant shall submit Technical and Financial Proposals in a package containing two separate envelopes as follows.

The first envelope must be marked “TECHNICAL PROPOSAL” and shall contain one original hard copy of the technical proposal.

The second envelope must be marked “FINANCIAL PROPOSAL” and shall contain one original hard copy of the financial proposal.
 

All offers shall be signed.

No financial information shall be contained in the Technical Proposal otherwise the offer will be cancelled and excluded from the evaluation process.

The consultant shall not be entitled to compensation related to costs of preparing the proposals.
