Wash and Shelter Manager

Job Purpose:

The WASH & Shelter Manager reports directly to the Project Manager and he/she will lead, coordinate and support the implementation of WASH/Shelter-related activities in areas of intervention ensuring an efficient implementation as well as technical support to the Mission and the UNHCR-funded project’s sub-component for WASH-Shelter.

Generic Duties:

1. He/She ensure qualitative and timely planning, implementation as well as monitoring and evaluation of INTERSOS activities in compliance with relevant standard operating procedures, Sphere standards and good practices for WASH-Shelter programming, INTERSOS code of conduct and ethical values chart.
2. The WASH-Shelter Manager will report to the Project Manager of the relevant UNHCR-funded project and will operates in strict coordination with the INTERSOS WASH Focal Point under the guidance of the Programme Coordinator with reference to Mission-related activities.
3. The WASH-Shelter Manager will coordinate with the Logistic Officer for the implementation of the procurement processes.
4. The WASH-Shelter Manager will coordinate with the Admin and Finance Assistant and the Project Manager for financial and liquidity planning, weekly and monthly budget line allocation in the INTERSOS accounting spreadsheets (PN) and all procurement procedures.
5. Provide technical inputs and recommendations for new and ongoing interventions, and support the development of new proposals.
6. Perform any other duties as assigned by the supervisor

Specific Duties:

Implementation of activities

1. Undertake regular field visits to the project sites to provide technical guidance and supervision to the team as well as regularly monitoring the progress of WASH-Shelter activities;
2. Train WASH-Shelter Team in the use of the various standards and the technical templates including bill of quantities, bill of materials, and technical reporting templates as well as on data entry and analysis;
3. Lead technical assessments of WaSH needs and of heavy and medium rehabilitation for CSs, LSU, SSU in line with INTERSOS and UNHCR project criteria, and any other shelter intervention
4. Work with the Project Manager on the implementation of projects including beneficiaries’ selection, meeting with refugee and host communities, assessments, distribution, monitoring, etc.
5. Ensure the appropriate documentation is in order for both WaSH activities and shelter rehabilitation interventions, participate in the design of tools to be used by the Shelter & WASH team.
6. Management of assigned case-loads, including keeping up-to-date records of numbers of housing units, kits distributions, shelter, and landlords/suppliers contracted
7. Ensure and promote efficient and cost-effective use of INTERSOS’ assets and resources in order to maximize benefit to beneficiaries.

Managing team and ensuring relevant capacity building

1. Plan the daily and weekly activities of Field Team in relation to:

• Rapid technical assessments and all technical annexes
• BoQs production, revision, and approval duplication
• Supervision of work
• Kits distributions
• Follow-up of troublesome cases
• Ensuring closure of work by the anticipated date
• Response to and follow up on referred cases

   2. Support, guide, and lead the Field team and support the HR Coordinator and the Project manager with the selection and the evaluation of the  WASH and Shelter Staff.

Monitoring and evaluation

1. Ensure with the reporting Officer on relevant monitoring systems applying a result-based management approach and monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project;
2. Update the situation analysis and propose possible programme developments to the Head of Mission, the Programme Coordinator and the WASH Focal Point.

Coordination and representation

1. Conduct regular meetings with donor representatives and facilitate field visits as needed;
2. Establish and maintain regular and collaborative relations with relevant donor officers, local authorities, partners, project stakeholders and other organizations working in the target areas;

Professional Competencies:

• Minimum 5 years of relevant experience.
• Demonstrated ability to work within humanitarian context.
• Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus.
• A previous experience with Intersos is a plus.
• Previous experience managing UNHCR projects is an asset.
• Solid experience in assessments, surveying and reporting.
• MS proficiency (Word, Excel, Power point, & CAD)
