Generic Duties:

 

  • Supporting the development of new project and programme proposals by providing technical inputs to and feedbacks about the project/programme approach and methodology
  • Promoting harmonization of GBV, CP and case management program (in South Lebanon and other regions as needed) approaches and methodologies by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.
  • According to identified needs and resources available, conducting training, workshops, and seminars for national and international staff on protection monitoring, GBV and CP related issues and interventions
  • Providing clear technical support, supervision, training and mentoring to the protection teams, including training needed to build specialized skills in GBV and CP case management, psycho-social support (PSS)
  • Ensuring that protection staff and services adhere to GBV and CP best practices, professional standards and principles.
  • Providing support tools to monitor programme implementation and quality, as well as to collect feedback from beneficiaries.
  • Stimulating debates and maintaining active information exchange within the Internal PWG on useful GBV and CPiE news, publications, tools and lessons learned
  • Updating the GBV and CP section within the internal PWG.
  • In coordination with the Programme Unit, contributing to draft thematic papers.
  • Support the Protection Coordinator in contributing to revise INTERSOS Protection Strategy, also through participation to strategic meetings at the national, regional and global levels.
  • Take proactive steps to remain informed about the ongoing initiatives, trends and gaps at regional and national levels
  • Contributing to produce GBV/CP high quality donor reports and other materials as required.

 

Capacity-building

  • In coordination with Project Managers and Protection Officers, identifying individual GBV/CP and Case Management training needs and ensuring access to training and professional development opportunities appropriate to the skill gaps and needs.
  • Developing GBV/CP training material for different trainings to share within the protection teams.
  • Ensuring that all relevant specialized protection staff (national Protection Officers, Senior Case Workers, etc.) are trained on GBV and CP case management, caring for child survivors of sexual abuse, GBVIMS and PSS.
  • Ensuring that all relevant non-specialized staff (Field Activity Coordinators, WASH staff, including Hygiene Promoters, Community Mobilizers, Enumerators, etc.) is trained on GBV and CP basic principles, and safe referral.
  • Ensuring that Outreach Volunteers are trained on GBV and CP basic principles.
  • Developing capacity-building programmes for local actors (including partner NGOs and relevant local services providers) on GBV and CP basic principles, case management and data protection.

GBV and CP Programmes

  • Design and draft GBV and CP components in new project proposals
  • Monitor GBV and CP projects and GBV and CP components in existing projects: provide technical input and revision of related tools, initiatives and events; follow up progress of activities, targets and budget expenditures

Case management monitoring

  • Maintaining all case management relevant forms (assessment forms, case plan development forms, cash assistance request forms) updated and ensure they are properly used.
  • Harmonizing Case Management system and tools across field offices and monitor the implementation of the new Case Management Monitoring Strategy
  • Ensuring that the internal Standard Operating Procedures (SOPs) on case management are applied, and updating/revising it based on needs.
  • Conduct spot checks on the online Case Management platform in all regions and provide technical feedback to caseworkers, senior caseworkers and protection officers for case management
  • Monitor Knack’s usage, seek technical inputs from field offices and coordinate with HQ on technical improvements; monitor Knack’s level of implementation
  • Ensuring that case management minimum standards are respected in all steps of the case management.
  • Preparing case audits (in collaboration with Protection Officers) to evaluate the quality of services provision.
  • Advising Protection Officers and Case Workers Supervisors/Focal Points as needed (complex cases).

 

GBVIMS, CP and General Protection Information Management

  • Ensuring the correct functioning of the GBVIMS: receive GBVIMS Sheets from the regions, revise and provide feedback to improve quality and send the finalized version to the GBVIMS SC on a monthly basis
  • Supporting Protection Officers and Managers in the use of the information management systems.
  • Ensuring that the data protection protocols for Case Management are respected in each center.
  • Advising Protection Officers in reporting on case management on a monthly and quarterly basis.
  • Developing GBV, CP and general protection monthly and quarterly trend analysis.

 

GBV and CP mainstreaming

  • Ensuring GBV and CP mainstreaming in each new project and programme proposal.
  • Briefing Project and Protection Managers about main GBV and CP issues, and updating them on a regular basis.
  • Ensuring the collection of disaggregated data for reporting and analysis purposes.

 

CP and PSEA/GBV policies

  • Contributing to implementation of PSEA and CP Policy in Lebanon
  • Ensuring that staff is trained on PSEA and CP Policy and its application and observation through regular monitoring and briefing new staff in line with the PSEA policy.

 

External and internal coordination 

  • Proactively engaging with donors, international NGO and other actors participating at GBV and CP coordination meetings.
  • Representing INTERSOS in the national GBV Task Force (including the SGBV Case Management Committee; GBVIMS Steering Committee; Clinical Management of Rape; and other ad hoc committees that might arise), the national CPiE Working Group (including the CP Case Management Committee and the PSS Committee and others GBV and CP sub-working groups as agreed with the Protection Coordinator; some representational functions can be delegated
  • Ensuring that key field concerns are brought to relevant stakeholders to advocate for standards that systematize how GBV and CP are implemented, and promoting the delivery of inclusive and high quality GBV and CP services.
  • Briefing all protection staff on discussions held during working groups.

Other objectives and duties

As requested by the Protection Coordinator, for the effective implementation of the projects.

 

 

Monitoring and reporting

  • Maintain regular and positive collaboration with the colleagues to harmonize approaches and methodologies of response, share challenges and best practices and ensure that protection is mainstreamed into the other sectors of intervention.

 

Human resources

  • Support in the recruitment and selection of protection staff
  • Train protection projects national staff on protection key principles and protection-related issues, the guiding principles underlying the response approach;
  • Train all protection projects staff on GBV and CP principles and in particular on:

i) Child Protection in Emergencies (CPiE);

ii) GBV and psycho-social support key concepts and related issues;

iii) Guiding principles underlying the response approach including informed consent and confidentiality;

iv) Framework for action including how to identify, emotionally support and refer PwSN, CP and GBV cases;

 

Requirements :

 

Professional Competencies:

  • Minimum 5 years of relevant work experience (of which minimum 3 years in NGO)
  • Knowledge of humanitarian and NGO principles
  • Understanding and commitment to GBV, Child Protection and Protection principles
  • Experience in conducting trainings on Protection issues, case management, etc..
  • Experience of working in a multicultural team environment;
  • Experience of working in insecure environments and adhering to security measures;
  • MS proficiency (Microsoft Word, Excel, outlook...).
  • Previous experience working with UNHCR or similar UN donor is a plus.
  • Valid Driving License of more than 1 year.
