Job Title               : Country Finance Coordinator

Reports to           : Hierarchically to the Head of Mission – Functionally to the Regional Finance Coordinator

Duty Station       : Beirut, Lebanon with field visits to other bases.

Position Type     : Full Time

 

Job Purpose:

The Country Finance Coordinator is responsible for the proper technical performance of all accounting-financial and administrative activities of the mission and its projects. In this context, he/she supervise and manage the national administrative and financial department, through the administrative staff of the 4 bases to ensure the correct and effective management of financial resources, in accordance with the Organization and donor procedures.

He/She is part of the coordination team and contribute to the mission general coordination and development.

 

Generic Duties:

 

Compliance with internal and external donor procedures

  • To ensure compliance with INTERSOS and donor procedures in all the financial and administrative aspects of the mission.
  • To update the economic and financial status of the mission and related-projects, in terms of expenses, appropriations, available cash and liquidity.
  • To prepare, monitor and manage the structure cost file.
  • To regularly  upload the PN (Prima Nota) in INTERSOS accounting system (NPW).

 

Through the admin base, support the projects for all financial and administrative related aspects

  • Assist the coordination team Mission in drafting new proposals and concept notes, with regular interactions with funding agencies with short and unexpected requests of budget proposal and revisions from their side.
  • Ensure correct budget processing, checking conformity and consistency of expense items, as well as accordance with procedures in force.
  • Assess new administrative requirements against estimated activities.
  • Participate, supervise and check the amendment of the different project all through the year.
  • Anticipate and coordinate the interim and final financial reports and submit them to the Head of Mission and Regional Finance Controller for approval.
  • Foster the liaising between the admin on the base and the project manager to ensure the preparation and follow up of the projects economic and financial plans and Monitor the level of spending in all ongoing projects.

 

Supervise the admin/ financial team on the bases

  • Ensure the smooth running of the admin/finance team on the bases, with the proper implementation of the procedures, policies and tools.
  • Provide constant support to the bases.
  • Empower and delegate to the bases to ensure decentralization process.
  • To ensure that the trainings and Capacity Building sessions to the Admin Finance officers are organized by the deputy Finance coordinator in addition to the daily on Job training.

 

Administrative/ HR (in collaboration with the HR department)

  • Check, confirm and issue the monthly payroll in order to ensure that employees are paid in an accurate and timely manner.
  • Ensure compliance with local labour laws, in term of salary related payment.
  • Manage the local personnel register, subdivided by project; and submit to the lawyer for processing payments to NSSF and MOF.
  • Follow up the admin related issue with the lawyer.

 

To be responsible for mission administrative-accounting documents and all finished project documentation

  • To assist with country and project accounting and coordinate administrative personnel, in a mission with implementation of activities spread among different areas in the country.
  • To set up, organize and manage the administrative files pertaining the mission and in loco projects, based on criteria defined by the Protocols and any indications from the Regional Finance Coordinator.
  • Scan and upload on the platform the Financial reports signed by the Head of Mission and submitted to partners.
  • To prepare and carry out the audits conducted in the country, and to transmit to the central headquarter the documents of all the projects to be audited in Italy.

 

Ensure the proper cash management on the mission and on the bases

  • To assume responsibility for cash account administration, with particular focus to accounting of funds transferred and spent in field locations where a strict and constant control is challenging.
  • To manage the bank accounts of the mission and provide the Regional Finance Controller with monthly bank statements and bank reconciliations.
  • To supervise the cash management in all the bases and provide the Regional Finance Controller with monthly cash reconciliations.

 

Any other duties not listed here, but considered necessary to the mission and as directed by the Head of Mission and Regional Finance Coordinator.

 

 

Education:

  • Advanced university degree in Finance, Accounting, Business administration or other related field.

 

Competencies: (Knowledge, Skills & Abilities)

Professional Competencies:

  • Minimum 5 years of relevant experience in similar position (Admin & Finance) in humanitarian context.
  • Strong understanding of the humanitarian operating context, the humanitarian system and its flexibility, donors and their high demanding, security and financial management in humanitarian context.
  • Strong knowledge of donor’s procedures notably UN agencies (UNHCR).
  • Ablility to work independently.
  • Demonstrates experience in staff supervision and management.
  • MS proficiency (Word, Excel, Power point, etc.)
