Job Overview/Summary:

The Skills Training Officer will be responsible for supporting the day-to-day organization and execution of skills training activities as outlined in field action plans and previously agreed with the Implementing Partner. The Skills Training Officer will act as main point of contact with clients seeking trainings and will incorporate basic life skills sessions into all trainings.

Major Responsibilities:

Under the direct supervision of the Livelihoods Center Manager

  • Organize skills development courses and supervise their implementation, ensuring that all logistical arrangements are taken and that beneficiaries attend regularly
  • Supervise the delivery of skills development trainings, based on direction and curriculum developed by IRC
  • Gather information on the local context, target communities and employers to assist the Livelihoods Manager in selecting market-oriented skills development courses that match the needs of employers in North Lebanon in consultation with the Outreach Officer
  • Apply technical knowledge and skills to organize and deliver skills development activities, in full compliance with IRC standard operating procedures and guidelines
  • Participate in developing and implementing terms of reference and work plans for service providers and review progress at regular intervals
  • Ensure that beneficiaries’ selection is in full compliance with IRC procedures and supervise their regular attendance in trainings, as agreed between Finance and Program
  • Participate in the organization of FGDs and information sessions to beneficiaries
  • Collect case studies and success stories according to IRC guidelines
  • Fully comply with IRC safety and security procedures and provide input to security monitoring and assessments to enable and promote a safe and secure environment for program implementation
  • Establish and maintain contact and productive working relationships with community representatives, local and international organizations, jobseekers/beneficiaries and employers as related to skills development trainings. 
  • Assist the Livelihoods Manager in assessing service providers
  • Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation of all training. Ensure that beneficiaries’ selection is in full compliance with IRC procedures, pre-established vulnerability criteria
  • Create linkages with other ERD programs such as private sector, job counselors, cash for product for future referrals
  • Follow up on  trainees’ interests in the post-training phase
  • Deliver life skills components of trainings as necessary, based on direction and curricula developed by IRC

Job Requirements:

  • Bachelor of Arts or Science in Social Science, Economics, Agriculture or related field 2-3 years of experience in organizing and implementing vocational training activities Demonstrated experience and capacity in delivering training to youth
  • Previous experience in drafting reports
  • Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
  • Excellent interpersonal and problem-solving skills, creativity and flexibility
  • Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
  • Fluency in English and Arabic required

Work Environment:

Travel and other requirements: Staff will be based in Tripoli with some travel required between the field office and the main IRC office in Beirut.
