Lebanon has seen a dramatic increase in children living and working on the streets. In an effort to keep children safe, the International Rescue Committee (IRC) is working in close coordination with the Lebanese authorities to prevent and respond to abuse, neglect and exploitation of girls and boys. IRC provides psychosocial support for children, parenting skills training for caregivers, case management for children, capacity building for case management agencies, as well as life skills, psychosocial activities, for street and working children in North Bekaa, Tripoli, and Akkar.

IRC takes a rigorous approach to monitoring and evaluating the quality, impact and outcomes of its Child Protection (CP) programming. Part of monitoring and evaluation includes regular spot checks, data collection, and field visits to the different areas where the CP interventions are taking place, in order to ensure high quality of programming and immediate reporting on challenges or lack of adherence to M&E minimum standards in order to take immediate corrective actions. IRCs CP programming consists of holistic interventions in all governorates in Lebanon. IRC therefor considers it imperative to ensure continuous and regular spot checks for activities conducted in all areas of intervention. In order to provide support to the the Senior CP M&E Officer, 1 M&E Monitor is needed in 1 location for 5 months (December 2019- April 2020).

The M&E Monitor is expected to conduct spot checks on all child protection programs, including child labour, coaching and UPEL project. 1 casual worker is needed to support the areas below:

  • Location: Tripoli and Bekaa (Arsal): 1 M&E Monitor

 

Key Stakeholders and Relationships

  • The M&E Monitor is accountable to the Senior CP M&E Officer.
  • The M&E Monitor will work in close coordination with the CP teams in different field areas (such as case management officers, case workers, coaching officers, PSS assistants, and field managers as needed)

 

Core Consulting Tasks

  • Conducting field visits and spot checks in different intervention sites (SHLS, BLN sessions, etc.): Tripoli and Arsal.
  • Facilitating Focus Group Discussions (FDGs) with children and caregivers as needed
  • Collecting questionnaires and surveys from children and caregivers as needed
  • Conducting data entry of FGD notes and questionnaires on appropriate databases (excel or tablets)
  • Conducting audits on Parenting sessions and/or other activities as required.

 

Required:

  • Adhere & sign a confidentiality agreement to protect data of clients served by the IRC.
  • This includes adhering to principles of do no harm, best interests and confidentiality throughout service provision and ensuring any disclosures during spot checks are referred to the Manager of the program.

 

Key Outputs

  • Filled checklists from spot checks conducted in different areas
  • Complete, timely and accurate data filled on questionnaires from children and caregivers
  • Complete, timely and accurate notes transcribed from FGDs with children and caregivers
  • Submit all documentation to the IRC on a daily or weekly basis as relevant
  • Sign and submit IRCs Child Safeguarding Policy & a data protection protocol.
