Introduction

With the support of Unicef and funding of BPRM of the project : “ Promoting Child Rights And Community Participation of Vulnerable Neighbourhood and Linkage with Local Decision-Making” implemented in Al- Masaken and the Municipality of El Mina; IOCC is facilitating the establishment of a Neighborhood Committee (NC) in order to create a common place to connect people and organize the relation among themselves and with the municipality of El-Mina. This approach aims to enhance the participation of men, women, boys and girls in local decision-making processes and increase mutual accountability for the best interest of the children and their families living in the neighborhood.

We have seen a positive change in the relations established between the   neighborhood committees and the municipality and an improvement in the level of participation of children, women and youth in the daily lives of the neighborhood, focusing on common interest especially issues related to children rights and needs.

 

We are aiming at assessing the positive change looking to the patterns of success and learning about challenges and the opportunities of scaling up and replicating. Throughout the documentation, we are looking to validate the attribution of the positive change and the inputs provided and needed in such processes.  

Scope of the assignment

The Consultant will be responsible of documenting the process of the project implementation, specifically the participatory needs assessment process with the neighborhood, the establishment of the neighborhood committee and sub-committee, the implementation mechanisms and strategies, and the transition period and handing over process between IOCC, the committee and the municipality.

 

 

Expected outputs and tasks

  1. Assess and validate the achievements of the IOCC project, identifying methodology, process, strategic policy and institutional and human factors that have led to the realizing these achievements or impediment of results.

 

  1. Validate the relevance, efficiency, effectiveness, and sustainability of the

project outcomes in realizing participation in decision-making and in mainstreaming child rights in the activities as well as in the implemented rehabilitation plans.

 

  1. Assess the Neighborhood committee’s and Children sub-committee’s establishment process, governance, members’ commitment, involvement in the activity implementation, reliability, effectiveness, leadership, openness and networking with local actors and Mina Municipality.

 

  1. Assess the citizen participation, volunteering spirit, sustainable behavior and social change in relation with implemented activities and urban services projects

 

  1. Assess role and involvement of Mina Municipality as “duty bearers” in (1) supporting establishment of the neighborhood committee and its institutionalization through the social committee
    and (2) overall fulfillment of its duties to ensure basic urban services and promote socio-economic development and human and child rights.

 

  1. Identify and qualify the formal and non-formal channels of collaborations between the municipality and neighborhood committee.

 

 

Deliverables:

  • Develop a report capturing the results of this initiative and provide recommendations and lessons learned
  • Develop a guide that includes the methodology, approach and dynamics between municipality and Neighborhood Committee. This guide will be used as a reference document to help replicate this project in the future.
  • The consultant should be able to complete the assignment within 18 days.

 

 

Requirements:

  • Fluent in Arabic and English, both written and oral
  • At least 7 years of experience in research, monitoring & evaluation, proposal-writing, and/or strategic development
  • Extensive experience working on the context in Lebanon
  • Experience in report writing and documentation of development projects
  • Experience in working with international organizations
  • Strong communication and writing skills
  • Ability to be flexible with time and work schedule
  • Attention to details and ability to meet tight deadlines
